The regime of Daniel Ortega and Rosario Murillo has formally charged Evertz Antonio Delgadillo Moreno, who served as the Sandinista National Liberation Front’s (FSLN) departmental political secretary in León, and Fernando Arnoldo Montes Quintanilla, vice rector for Student Life at the National Autonomous University of Nicaragua (UNAN-León), with “treason against the homeland.”
Delgadillo Moreno, 63, and Montes Quintanilla, 38, were arrested on September 19, 2025, and are being held at the Jorge Navarro Penitentiary Center, known as La Modelo. The regime’s propaganda outlets confirmed that both men had their initial hearings virtually on Friday, September 26, 2025.
“Both are accused of treason against the homeland, aggravated by participation in criminal and terrorist activities,” read a report published by the pro-government radio station La Primerísima.
The Public Prosecutor’s Office claimed to have presented “testimonial and documentary evidence” and requested that the case be sent to trial before Managua’s Seventh Criminal Court Judge, Francisco Mairena.
“The Attorney General’s Office stated that the evidence is sufficient to move forward with the case and requested that pretrial detention be upheld,” reported regime media.
The judge upheld the measure of pretrial detention and set the date for the public oral trial for Tuesday, September 30, 2025.
In the case of Evertz Delgadillo Moreno, he was identified as one of 54 high-ranking Nicaraguan officials responsible for serious human rights violations and crimes against humanity in the country, in a report by the UN Human Rights Experts Group on Nicaragua (GHREN), published on April 3, 2025, in Geneva, Switzerland.
Delgadillo Moreno served as the FSLN’s political secretary in León until 2022 and, according to the GHREN report, was one of the “repressive leaders” in that department. However, after being removed from his position, he later resumed the role until September 6, 2025, when José Ramón Sarria was appointed.
The GHREN document provides a detailed account of the institutional structures, chains of command, and “state and individual” responsibilities of each person involved in the repression carried out by the State following the outbreak of the April 2018 insurrection.
On August 18, 2025, Delgadillo Moreno participated in a scholarship ceremony for university students in León.
Regarding Fernando Montes Quintanilla, he was appointed Vice Rector for Student Life at UNAN-León on March 30, 2022, and had been president of the National University’s University Center (CUUN) when the 2018 protests began.
