{"id":193997,"date":"2026-07-22T08:30:00","date_gmt":"2026-07-22T14:30:00","guid":{"rendered":"https:\/\/confidencial.digital\/sin-categoria\/trump-bukeles-ally-and-ortegas-adversary\/"},"modified":"2026-07-27T02:27:39","modified_gmt":"2026-07-27T08:27:39","slug":"trump-bukeles-ally-and-ortegas-adversary","status":"publish","type":"post","link":"https:\/\/confidencial.digital\/en\/english\/trump-bukeles-ally-and-ortegas-adversary\/","title":{"rendered":"Trump, Bukele\u2019s Ally and Ortega\u2019s Adversary"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Dealing a mortal blow to democracy, Nicaraguan President Daniel Ortega announced on July 19, 2026, that he <a href=\"https:\/\/www.dw.com\/es\/ortega-afirma-que-nicaragua-no-volver%C3%A1-a-celebrar-elecciones\/a-78030961\">will no longer hold elections<\/a> in order to prevent the opposition from coming to power.<\/p>\n\n<p class=\"wp-block-paragraph\">\u201cHere, the days of parties installed by the Yankees (United States) returning to power are over\u2014never, never, never,\u201d Ortega said, rhetorically challenging US President Donald Trump, who seeks to <a href=\"https:\/\/www.dw.com\/es\/trump-quiere-recuperar-la-hegemon%C3%ADa-en-am%C3%A9rica-latina\/a-73871406\">reassert his country\u2019s hegemony<\/a> in the Americas.<\/p>\n\n<h2 id=\"h-sanciones-contra-ortega\" class=\"wp-block-heading\">Sanctions Against Ortega<\/h2>\n\n<p class=\"wp-block-paragraph\">Since the repression of the 2018 protests, Ortega has gradually eliminated the independence of Nicaragua\u2019s branches of government and, in 2025, even made his wife, Rosario Murillo, co-president.<\/p>\n\n<p class=\"wp-block-paragraph\">So far, Washington has barred more than 2,000 Nicaraguan officials and their families from entering the United States and has imposed sanctions on members of the Ortega-Murillo family and key industries, such as the gold sector.<\/p>\n\n<h2 id=\"h-diferentes-respuestas-al-autoritarismo\" class=\"wp-block-heading\">Different Responses to Authoritarianism<\/h2>\n\n<p class=\"wp-block-paragraph\">While the United States clearly condemns Nicaragua\u2019s authoritarianism, its close relationship with the government of Nayib Bukele in El Salvador, one of its <a href=\"https:\/\/www.dw.com\/es\/donald-trump-recibe-a-nayib-bukele-en-washington-para-afianzar-su-pacto-migratorio\/a-72244318\">strongest allies<\/a> in Latin America, stands out.<\/p>\n\n<p class=\"wp-block-paragraph\">Although the Central American country holds elections and President Bukele enjoys high popularity, the opposition and human rights organizations criticize his hardline policies and the growing concentration of power in the hands of the executive branch.<\/p>\n\n<p class=\"wp-block-paragraph\">Thanks to a constitutional reform, President Bukele can seek a third consecutive term in 2027.<\/p>\n\n<p class=\"wp-block-paragraph\">How can Washington\u2019s ambiguous stance toward authoritarian tendencies in these two Central American countries be explained?<\/p>\n\n<h2 id=\"h-adversarios-vs-aliados\" class=\"wp-block-heading\">Adversaries vs. Allies<\/h2>\n\n<p class=\"wp-block-paragraph\">\u201cThe Trump administration has built its Latin America policy around prioritizing governments that cooperate with its objectives on security, migration, and containing the influence of actors considered adversaries, such as Cuba, Venezuela, or China,\u201d says Ana Maria Mendez Dardon, Central America director at the Washington Office on Latin America (WOLA).<\/p>\n\n<p class=\"wp-block-paragraph\">For Washington, Nicaragua is an authoritarian regime aligned with those actors. There is also a \u201chistorically conflictive relationship\u201d between the two countries. <\/p>\n\n<p class=\"wp-block-paragraph\">\u201cThat has facilitated a policy based on sanctions, diplomatic isolation, and constant condemnation of the regime\u2019s authoritarian drift,\u201d the expert told DW.<\/p>\n\n<p class=\"wp-block-paragraph\">\u201cBy contrast, despite growing concerns about the weakening of the rule of law and the concentration of power under Nayib Bukele, El Salvador has become a strategic partner for Washington,\u201d Mendez observes.<\/p>\n\n<p class=\"wp-block-paragraph\">In her view, this is due to Bukele\u2019s close cooperation on migration and security, including <a href=\"https:\/\/www.dw.com\/es\/hrw-denuncia-torturas-a-migrantes-venezolanos-en-megac%C3%A1rcel-de-el-salvador\/a-74709390\">accepting deportees.<\/a><\/p>\n\n<h2 class=\"wp-block-heading\">Embracing the \u201cDonroe Doctrine\u201d<\/h2>\n\n<p class=\"wp-block-paragraph\">According to Manuel Orozco, director of the Migration, Remittances and Development Program at the Inter-American Dialogue, Trump\u2019s reasoning is simple: if there is no loyalty, there will be pressure.<\/p>\n\n<p class=\"wp-block-paragraph\">In both practice and rhetoric, El Salvador adheres more closely than Nicaragua to the<a href=\"https:\/\/www.dw.com\/es\/de-monroe-a-donroe-as%C3%AD-reinterpreta-trump-la-famosa-doctrina\/a-75508366\"> \u201cDonroe Doctrine\u201d<\/a>\u2014the idea of dominating the Americas\u2014the expert says.<\/p>\n\n<p class=\"wp-block-paragraph\">Bukele does not oppose the <a href=\"https:\/\/www.dw.com\/es\/acuerdo-eeuu-el-salvador-la-c%C3%A1rcel-de-bukele-funciona-como-un-hoyo-negro\/a-72267089\">deportation of Salvadorans<\/a>, while the United States sometimes has to find third countries willing to accept deported Nicaraguans. <\/p>\n\n<p class=\"wp-block-paragraph\">El Salvador has also not deepened its relationship with China, while Nicaragua is \u201cup to its neck\u201d in ties with the Asian country. In addition, Nicaragua has taken advantage of the Dominican Republic-Central America-United States Free Trade Agreement to maintain a trade surplus with the United States, Orozco says.<\/p>\n\n<h2 class=\"wp-block-heading\">Pressure, Without Intervention<\/h2>\n\n<p class=\"wp-block-paragraph\">The \u201cradicalization\u201d of the Nicaraguan dictatorship may be related to the \u201clow risk that the United States will respond as it has in Venezuela or Cuba, because they are not a high-value piece. However, the pressure will continue,\u201d believes the Inter-American Dialogue expert.<\/p>\n\n<p class=\"wp-block-paragraph\">However, he also points to an inconsistency in the Trump administration: \u201cNicaragua\u2019s loyalty to Russia, China, and Iran is not favorable to the national interests of the United States, and its inaction or limited pressure is counterproductive in the face of Nicaragua\u2019s <a href=\"https:\/\/www.dw.com\/es\/ortega-carga-contra-trump-y-lo-llama-desquiciado-mental\/a-76874753\">continued attacks<\/a> against it,\u201d he says.<\/p>\n\n<p class=\"wp-block-paragraph\">As examples, he mentions the fact that the Ortega-Murillo government \u201chas harbored terrorists,\u201d such as Italian Alessio Casimirri. He also cites how they \u201chave allowed their territory to be used by nationals of third countries as a transit route to the border, have a military security agreement with Russia and a Russian police presence, grant mining rights to China that displace US transnational companies in gold exports, and have confiscated properties belonging to US and Nicaraguan investors.\u201d <\/p>\n\n<p class=\"wp-block-paragraph\">Looking to the near future, neither of the experts consulted by DW expects substantial changes in Washington\u2019s relations with Ortega\u2019s Nicaragua or Bukele\u2019s El Salvador.<\/p>\n\n<p class=\"wp-block-paragraph\">However, it remains to be seen whether Daniel Ortega will carry out his threat to stop holding elections.
