The Inter-American Commission on Human Rights of the OAS issued a report on April 16, 2026, on the human rights crisis that has continued in Nicaragua since April 2018.<\/p>\n\n

The IACHR condemns the human rights violations,<\/a> urges the State of Nicaragua to end repression and restore the rule of law, and demands the release of all political prisoners, as well as an end to impunity for the killings of more than 350 people.<\/p>\n\n

In an interview on the program Esta Semana, broadcast on CONFIDENCIAL\u2019s YouTube channel<\/a> due to television censorship in Nicaragua, the IACHR\u2019s Special Rapporteur for Nicaragua, Rosa Mar\u00eda Pay\u00e1, explained that \u201cNicaragua is currently one of the most critical human rights situations in the region, and therefore, from the Commission, we continue to call on the states of the Americas to contribute to resolving the crisis.\u201d<\/p>\n\n

\u201cFrom the (Inter-American) Commission there is no room for the normalization of a dictatorship. What happened two months ago in the (Permanent) Council, with a unanimously approved resolution<\/a>, speaks of an intention by the states contrary to any normalization of terror in Nicaragua, based on the information we receive from civil society, human rights defenders, and the families of victims in Nicaragua,\u201d Paya stated. <\/p>\n\n

Eight years have passed since protests erupted in Nicaragua in April 2018 and were met with state repression by the government. How does the Inter-American Commission assess the evolution of the human rights crisis in Nicaragua? <\/strong><\/p>\n\n

The human rights crisis has continued steadily for more than eight years. From the Commission, we view with concern how the State continues to hold political prisoners, continues violating the fundamental rights of Nicaraguans,<\/a> even engaging in episodes of transnational repression. Likewise, how civic space in Nicaragua is absolutely restricted while power becomes ever more concentrated around the Daniel Ortega-Rosario Murillo circle.<\/p>\n\n

Nicaragua is currently one of the most critical human rights cases in the region, and therefore from the Commission we also reiterate our constant invitation to the states of the Americas to contribute to resolving the crisis and restoring democracy in that country.<\/p>\n\n

The Commission has described Nicaragua as a de facto<\/em> state of exception, in which no formal emergency exists and yet all guarantees have effectively been suspended.<\/strong><\/p>\n\n

That is correct. As I had the opportunity to state before the Permanent Council earlier this year (2026), Nicaragua is a dictatorship, one of the three dictatorships that exist in our region, and every time we raise our voice we do so to urge the Nicaraguan authorities to restore the rule of law, respect guarantees for all Nicaraguans inside and outside the national territory, and take measures to restore democracy in the country.<\/p>\n\n

The mechanism for political prisoners in Nicaragua has identified 47 current political prisoners, 11 of whom are in a condition of forced disappearance. What information does the Inter-American Commission have regarding political prisoners? You have granted precautionary measures in some cases. Have you had any direct contact with the authorities? <\/strong><\/p>\n\n

Since the establishment of MESENI eight years ago, more than 160 precautionary measures have been issued. Through our monitoring, through the work of the GIEI, and through the work of the Special Mechanism for Political Prisoners, we have seen that the registered number is actually an undercount<\/a>. We have seen fear grow among citizens in Nicaragua, inside and outside the country, because of repressive mechanisms carried out by the State. The releases that are announced do not constitute full freedom, and those released continue to be subject to repression, harassment, and surveillance that cannot be classified as genuine liberty. <\/p>\n\n

We continue urging the State to respect all rights and free the political prisoners who at this time are also in inhumane situations or disappeared within prisons. Allow me to use this space to send our solidarity to them, their families, and all human rights defenders inside and outside Nicaragua. <\/p>\n\n

The precautionary measures granted by the Commission, more than 160 as you mentioned, what impact do they have? Can they provide effective protection when the regime ignores the Commission? <\/strong><\/p>\n\n

The reality is very challenging. In Nicaragua we face a State that has left the OAS but has not denounced the American Convention, and therefore the Inter-American Commission on Human Rights continues to have jurisdiction over Nicaragua, and we continue acting through the mechanisms available to the Commission and through constant monitoring. We know we are speaking to a regime determined to cling to power while violating the rights of its citizens. Therefore, our call is not only to those who currently exercise power from the Nicaraguan State, but also to the rest of the states of the Americas so they become part of this effort supporting the Nicaraguan people in their constant work to recover democracy. <\/p>\n\n

In addition to these 47 political prisoners and others who have not been reported, perhaps out of fear by relatives, and others released but not truly free, there are at least one hundred people under a de facto house arrest system. How do you assess that system of deprivation of liberty? <\/strong><\/p>\n\n

It is a regime of terror that punishes the most sincere voices and those Nicaraguans who inside the country still dare to act and raise their voice for the rights of all Nicaraguans. The systematic deterioration, the sustained crisis of absence of human rights for citizens in Nicaragua, does not remain limited only to repression of dissenting voices<\/a>. It goes further, co-opting all individual freedoms, ending press freedom, and affecting Indigenous peoples, especially the deeply concerning situation on the Caribbean Coast. <\/p>\n\n

The Commission will soon present its report on that matter; that is the Commission\u2019s mandate. It falls to us to be the conscience of the Permanent Council and not only accompany the situation but also recommend actions. For example, we view with great concern how the Nicaraguan State has been using international cooperation mechanisms such as Interpol to extend the reach of repression<\/a>. This was an issue during the Permanent Council session focused on Nicaragua just two months ago, and we intend to continue advancing toward strengthening and encouraging joint action with those who can contribute to a solution for Nicaragua. <\/p>\n\n

Given the lack of justice in the Nicaraguan system, what accountability scenarios exist via international justice? Is the Commission promoting or taking any such cases before the Inter-American Court or other international justice bodies? <\/strong><\/p>\n\n

There are several cases centered on the situation in Nicaragua that have reached us through Nicaraguan human rights defenders. Some are on the path to the Court. Those are the accountability and access-to-justice mechanisms provided by the Inter-American system. Beyond that possibility lies the action of citizens, civil society, and the Nicaraguan opposition. <\/p>\n\n

From the Inter-American Commission, we try to provide all possible support through monitoring and through the limited mechanisms we can carry forward. <\/p>\n\n

We also offer recommendations for action, such as curbing the use of international policing mechanisms, including, for example, financing mechanisms at the Inter-American, Central American, and global levels, which should not be disconnected from the reality of repression carried out by the State in Nicaragua.<\/p>\n\n

What reaction exists among OAS member states regarding these complaints and the documentation produced by the Commission on human rights violations? Some people claim Nicaragua has no solution and that there is a \u201cnormalization\u201d of the dictatorship. <\/strong><\/p>\n\n
