{"id":186818,"date":"2026-04-12T01:28:00","date_gmt":"2026-04-12T07:28:00","guid":{"rendered":"https:\/\/confidencial.digital\/sin-categoria\/a-nicaraguan-prisoner-in-alajuela-the-link-between-roberto-samcams-killers-and-carazo\/"},"modified":"2026-04-14T10:57:55","modified_gmt":"2026-04-14T16:57:55","slug":"a-nicaraguan-prisoner-in-alajuela-the-link-between-roberto-samcams-killers-and-carazo","status":"publish","type":"post","link":"https:\/\/confidencial.digital\/en\/policy\/a-nicaraguan-prisoner-in-alajuela-the-link-between-roberto-samcams-killers-and-carazo\/","title":{"rendered":"A Nicaraguan Prisoner In Alajuela: The Link Between Roberto Samcam\u2019s Killers And Carazo"},"content":{"rendered":"\n<p>Nicaraguan national Keny Hosman Navarrete Vallecillo, originally from Diriamba, Carazo, has been identified as the alleged person who coordinated the assassination of retired Nicaraguan Army Major Roberto Samcam Ruiz with Costa Rican hitmen, according to a follow-up investigative report by Costa Rica\u2019s Judicial Investigation Agency (OIJ).<br\/><\/p>\n\n<p>The document, dated March 6, 2026, and obtained by <strong>CONFIDENCIAL<\/strong>, states that \u201cthe perpetrators of the homicide carried out <a href=\"https:\/\/confidencial.digital\/en\/english\/costa-ricas-oij-classifies-the-murder-of-roberto-samcam-as-ideological\/\" target=\"_blank\" rel=\"noreferrer noopener\">the execution of Mr. Roberto Samcam<\/a> in exchange for money, coordinating the operation under a possible order from inmate Keny Hosman Navarrete Vallecillo.\u201d<\/p>\n\n<p>The 38-year-old Nicaraguan, known by the alias \u201cChatel,\u201d has been serving a sentence since 2016 for aggravated robbery, unlawful detention, and handling stolen goods. He is being held in cellblock C-4 of the Jorge Arturo Montero Castro Institutional Care Center (CAI), a prison known as \u201cLa Reforma,\u201d in San Rafael de Alajuela, northwest of San Jos\u00e9.<br\/> <\/p>\n\n<p>During a search of Navarrete\u2019s cell, OIJ investigators found evidence suggesting a level of wealth and financial management considered \u201cunusual\u201d for a construction worker or driver\u2014the occupations the Nicaraguan claimed to have. Among his belongings, authorities found a notebook with bank account notes referencing \u201c$16,700 and 4,100 million.\u201d The latter refers to millions of colones, which at the official exchange rate would exceed $9,110.  <\/p>\n\n<p>Authorities say these findings suggest the \u201cdistribution of funds from some irregular activity.\u201d<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-comunicaciones-previas-al-asesinato-de-samcam\">Communications Prior To Samcam\u2019s Killing<\/h2>\n\n<p>\u201cBased on the phone data obtained so far, it has been determined that there is a large number of calls on dates before and after the incident (Samcam\u2019s murder), documenting communications between some of <a href=\"https:\/\/confidencial.digital\/en\/nation\/four-arrested-in-the-murder-of-roberto-samcam\/\" target=\"_blank\" rel=\"noreferrer noopener\">the suspected perpetrators of the homicide<\/a> and the CAI Jorge Arturo Montero Castro prison,\u201d investigators concluded.<br\/><\/p>\n\n<p>The suspects in Roberto Samcam\u2019s killing are:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Danilo Jos\u00e9 Chaves Medina, 35<\/li>\n\n\n\n<li>Bryan Steven Robles Salas, 23<\/li>\n\n\n\n<li>Luis Ricardo Orozco Gonz\u00e1lez, 33<\/li>\n\n\n\n<li>Luis Fernando Carvajal Fern\u00e1ndez, 21, identified as the gunman and direct perpetrator of the crime<\/li>\n<\/ul>\n\n<p>The IMEI of the phone seized from Luis Orozco during his arrest \u201crecorded at least 102 communications\u201d with La Reforma prison between April 2, 2025, and July 7, 2025, according to the document.<\/p>\n\n<p>Similarly, the device linked to Bryan Robles recorded calls to numbers from the same prison in the days before and after the murder of the retired Nicaraguan military officer on June 19, 2025.<\/p>\n\n<p>The expanded report documents that Luis Orozco was in the same prison as Keny Navarrete in 2024, although in different units. This overlap raises the possibility that they met or established contacts within the prison system.<br\/> <\/p>\n\n<p>Investigators note that, in his arrest record, the Nicaraguan stated that he resided in Guadalupe de Goicoechea, a district bordering Moravia, where Roberto Samcam lived and was killed. Authorities also indicate that this location is close to Le\u00f3n XIII, in Tib\u00e1s, the area <a href=\"https:\/\/confidencial.digital\/en\/english\/capturan-a-sicario-acusado-de-asesinar-a-roberto-samcam-en-costa-rica\/\" target=\"_blank\" rel=\"noreferrer noopener\">where the suspects are from<\/a>, which reinforces investigative lines pointing to possible links between the detainee and the structure allegedly involved in the assassination.<br\/> <\/p>\n\n<p>\u201cThrough the analysis of the information obtained, as well as preliminary data visible on the suspects\u2019 devices, it has been established that Bryan Robles, Danilo Chaves, and Luis Carvajal are regularly involved in criminal activities, forming part of a group dedicated to robbing commercial establishments, vehicles, home invasions, and violent acts such as the one under investigation in this case, generally in exchange for payment and, in most cases, on commission,\u201d OIJ investigators concluded.<\/p>\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"535\" src=\"https:\/\/confidencial.digital\/wp-content\/uploads\/2026\/04\/Expediente-Keny-Navarrete-Vallecillo-1024x535.jpg\" alt=\"\" class=\"wp-image-186740\" srcset=\"https:\/\/confidencial.digital\/wp-content\/uploads\/2026\/04\/Expediente-Keny-Navarrete-Vallecillo-1024x535.jpg 1024w, https:\/\/confidencial.digital\/wp-content\/uploads\/2026\/04\/Expediente-Keny-Navarrete-Vallecillo-300x157.jpg 300w, https:\/\/confidencial.digital\/wp-content\/uploads\/2026\/04\/Expediente-Keny-Navarrete-Vallecillo-768x402.jpg 768w, https:\/\/confidencial.digital\/wp-content\/uploads\/2026\/04\/Expediente-Keny-Navarrete-Vallecillo-480x251.jpg 480w, https:\/\/confidencial.digital\/wp-content\/uploads\/2026\/04\/Expediente-Keny-Navarrete-Vallecillo.jpg 1050w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Screenshot Of The Unified Criminal File Of Nicaraguan Keny Navarrete Vallecillo \/\/ Photo: Judicial file of Costa Rica\u2019s OIJ <\/figcaption><\/figure>\n\n<h2 class=\"wp-block-heading\" id=\"h-samcam-advirtio-sobre-keny-navarrete\">Samcam Had Warned About Keny Navarrete<\/h2>\n\n<p>According to the judicial file, the figure of Keny Navarrete did not emerge incidentally. On the contrary, his name was provided by Roberto Samcam to an agent \u2014 identified as \u201cWilber\u201d \u2014 from the Directorate of Intelligence and National Security (DIS), a police body attached to Costa Rica\u2019s Ministry of the Presidency.<br\/> <\/p>\n\n<p>The OIJ analyzed Samcam\u2019s electronic devices \u2014 computer and cellphone \u2014 and found WhatsApp communications between the former military officer and the agent, whom he had saved under the name \u201cWilber DIS.\u201d The judicial agency confirmed that the phone number used by \u201cWilber\u201d is registered to the Ministry of the Presidency. <\/p>\n\n<p>In a conversation in January 2024, Samcam told the agent: \u201cA friend gave me the name of the guy who pulls the strings from the prison in Alajuela. He\u2019s from Diriamba, his name is KENY NAVARRETE.\u201d<\/p>\n\n<p>According to expanded judicial report 87-SH\/RCI-2025, the former military officer told the DIS official that Navarrete did not act independently, but rather as a logistical link between<a href=\"https:\/\/confidencial.digital\/en\/nation\/court-file-links-nicaraguan-army-to-samcam-murder\/\" target=\"_blank\" rel=\"noreferrer noopener\"> Nicaragua\u2019s security apparatus<\/a> and hitmen operating in Costa Rican territory.<br\/><\/p>\n\n<p>However, this warning was not passed on to the OIJ at the time, despite being part of communications between the victim and intelligence authorities.<br\/><\/p>\n\n<p>Roberto Samcam described the alleged modus operandi to Costa Rican intelligence:<br\/><\/p>\n\n<ul class=\"wp-block-list\">\n<li>Territories define the targets. This refers to local \u201crepresentatives\u201d in Nicaragua selecting individuals to be assassinated. The former military officer cited the case of Carazo, where several opposition figures targeted in Costa Rica originated, including Samcam himself, Rodolfo Rojas, and Joao Maldonado.  <\/li>\n\n\n\n<li>Once targets are identified, the names are communicated to the DID (Directorate of Information for Defense of the Nicaraguan Army), where \u201cthe operation is authorized.\u201d<\/li>\n\n\n\n<li>After approval is obtained, execution is assigned to operational groups, including what Samcam described as \u201cparamilitaries known as Los Colochos,\u201d operating in Carazo.<\/li>\n\n\n\n<li>These paramilitaries then contact Keny Navarrete, who from prison controls \u201ca network of hitmen across different provinces responsible for carrying out attacks against opposition figures.\u201d<\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\" id=\"h-los-colochos-de-diriamba\">\u201cLos Colochos\u201d Of Diriamba<\/h2>\n\n<p>Investigators highlight that the information provided by the former military officer aligns with publications and interviews in which he denounced the existence of a<a href=\"https:\/\/confidencial.digital\/en\/english\/costa-rica-urged-to-pursue-masterminds-in-samcam-murder\/\" target=\"_blank\" rel=\"noreferrer noopener\"> Nicaraguan intelligence network in Costa Rica<\/a> aimed at locating and assassinating political opponents.<br\/><\/p>\n\n<p>In his own investigations, Samcam directly linked Keny Navarrete to the para-state group known as \u201cLos Colochos,\u201d a group made up of a family with the last name Narv\u00e1ez L\u00f3pez, based in Diriamba. <\/p>\n\n<p>According to confidential sources \u2014 cited in the judicial file \u2014 this family \u201cis part of an alleged para-state structure coordinated by the Sandinista National Liberation Front\u2026 whose members participated in the repression in Carazo during the events of 2018.\u201d<br\/><\/p>\n\n<p>Members of \u201cLos Colochos\u201d led pro-Ortega mobs that, on July 9, 2018, <a href=\"https:\/\/confidencial.digital\/nacion\/orteguistas-asedian-hieren-y-roban-a-obispos-y-periodistas\/\" target=\"_blank\" rel=\"noreferrer noopener\">assaulted and robbed bishops, human rights defenders<\/a>, and journalists at the Minor Basilica of San Sebasti\u00e1n in Diriamba.<br\/><\/p>\n\n<p>Additionally, the list of authorized visitors to Keny Navarrete includes individuals who live in the same neighborhood as members of \u201cLos Colochos,\u201d according to the document.<br\/> <br\/> <br\/><\/p>\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" class=\"wp-block-heading\" id=\"h-las-hipotesis-politicas-de-la-investigacion\">The Political Hypotheses Of The Investigation<\/h2>\n\n<p>The 224-page OIJ report includes background on Samcam\u2019s professional and political activities in Nicaragua, as well as the death threats that forced him into exile in Costa Rica on July 11, 2018, three days after the execution of the \u201cclean-up operation\u201d in Carazo.<br\/> <\/p>\n\n<p>It also contains documents and investigations carried out by the former military officer regarding the role of the Nicaraguan Army in the repression during and after the 2018 crisis, its alleged links to drug trafficking, and even a proposal for the creation of a provisional government in exile. <\/p>\n\n<p>In addition, the report includes statements from witnesses who worked with Samcam on some of these investigations, as well as from other protected, unidentified witnesses who present the OIJ with different hypotheses about <a href=\"https:\/\/confidencial.digital\/en\/nation\/politically-motivated-order-is-the-leading-motive-in-samcams-murder\/\" target=\"_blank\" rel=\"noreferrer noopener\">the possible political motives that led the Nicaraguan regime<\/a> to order and plan the assassination.<br\/><\/p>\n\n<p>Sources linked to the investigation told <strong>CONFIDENCIAL<\/strong> that \u201cthe OIJ is examining multiple politically related leads in Samcam\u2019s murder, connected to the Nicaraguan regime\u2019s persecution of him and other opposition figures who sought refuge in Costa Rica.\u201d However, the case file is not yet conclusive. <\/p>\n\n<p>\u201cIt is up to the prosecutor to file charges against the material perpetrators of the murder, possibly before September.
