That is 16 fewer cases than the December 2025 report, which included 62 people. However, the list does not reflect the true number of political prisoners, as many cases go unreported due to fear.  <\/p>\n\n<p>According to the Mechanism for the Recognition of Political Prisoners, the decrease is also due to the release of 19 detainees between January and February 2026, as well as a \u201csignificant undercount\u201d of cases caused by \u201cfear of reprisals.\u201d<\/p>\n\n<p>The list of 46 cases includes 43 men and 3 women. Only three new cases were added during the period under review, again due to families\u2019 \u201cforced silence,\u201d which results in a \u201chidden figure\u201d of additional cases. <\/p>\n\n<p>\u201cThis undercount does not stem from a lack of cases, but from the widespread fear imposed,\u201d the report adds, stressing that political persecution in the country has not ceased.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-excarcelados-obligados-a-reportarse-con-la-policia\">Released prisoners forced to report to the police <\/h2>\n\n<p>To date, the legal basis and conditions of the releases remain unknown. The Mechanism welcomes the fact that those imprisoned for political reasons have returned to their homes. However, it denounces that most \u201cdo not enjoy full freedom, as they face permanent control and surveillance measures.\u201d   <\/p>\n\n<p>The 19 released political prisoners are subject to \u201cconstant monitoring and surveillance,\u201d and are also required to: <\/p>\n\n<ul class=\"wp-block-list\">\n<li>Sign in regularly at police stations<\/li>\n\n\n\n<li>Comply with \u201cmovement restrictions under forms of house arrest or municipality-level confinement\u201d <\/li>\n\n\n\n<li>Make \u201cfrequent phone check-ins with police agents\u201d <\/li>\n\n\n\n<li>Submit to \u201cmonitoring of their daily activities\u201d <\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\" id=\"h-bayardo-arce-en-lista-de-presos-politicos\">Bayardo Arce on list of political prisoners <\/h2>\n\n<p id=\"h-bayardo-arce-en-lista-de-presos-politicos\">The Mechanism included <a href=\"https:\/\/confidencial.digital\/en\/policy\/ortega-aligned-justice-convicts-bayardo-arce-of-money-laundering\/\" type=\"post\" id=\"182463\">Bayardo Arce Casta\u00f1o<\/a> as a political prisoner after determining that his detention and conviction constitute a case of \u201cpolitical persecution and selective application of the law.\u201d<\/p>\n\n<p>However, it clarifies that the inclusion of the former presidential adviser on economic affairs \u2014 or of any other public official on Nicaragua\u2019s list of political prisoners \u2014 does not represent an \u201cendorsement of impunity, but exclusively a demand that the State end arbitrary detentions and restore the fundamental guarantees that must apply to all persons,\u201d the organization stated in its February 27, 2026 <a href=\"https:\/\/presasypresospoliticosnicaragua.org\/wp-content\/uploads\/2026\/02\/Lista_Informe_del_Mecanismo_Enero-Febrero_2026_compressed.pdf?fbclid=IwY2xjawQPF8hleHRuA2FlbQIxMABicmlkETFYallyYjNxMjRhd1BWTUpwc3J0YwZhcHBfaWQQMjIyMDM5MTc4ODIwMDg5MgABHvEtO28OpdOAZdN24Dbb-dXNfuCldZNHjyWiTvmhOeCOnR0lzRha7e0Lqo7x_aem_jWqju3ir8ALOm0_oDRaz_Q\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>. <\/p>\n\n<p>The recognition comes seven months after his detention on the night of Wednesday, July 30, 2025. On January 27, 2026, the Ortega regime\u2019s courts sentenced him for the alleged crime of \u201cmoney laundering, in the form of defrauding the Nicaraguan State,\u201d thereby tacitly confirming his detention and enforced disappearance. <\/p>\n\n<p>The organization explained that in Arce Casta\u00f1o\u2019s case it verified elements such as the \u201clack of due process, absence of official information, incommunicado detention, and harm to his family environment.\u201d <\/p>\n\n<p>The former official\u2019s wife, Amelia Ybarra-Rojas, and his brother-in-law Am\u00edlcar Manuel Ybarra-Rojas, president of the board of Agricorp, were accused as \u201cco-perpetrators\u201d of the same crimes.
