{"id":184072,"date":"2026-02-26T11:47:11","date_gmt":"2026-02-26T17:47:11","guid":{"rendered":"https:\/\/confidencial.digital\/sin-categoria\/u-s-sanctions-five-ortega-regime-officials-over-repression-of-nicaraguans\/"},"modified":"2026-03-02T13:13:13","modified_gmt":"2026-03-02T19:13:13","slug":"u-s-sanctions-five-ortega-regime-officials-over-repression-of-nicaraguans","status":"publish","type":"post","link":"https:\/\/confidencial.digital\/en\/english\/u-s-sanctions-five-ortega-regime-officials-over-repression-of-nicaraguans\/","title":{"rendered":"U.S. Sanctions Five Ortega Officials Over Repression in Nicaragua"},"content":{"rendered":"\n<p>On Thursday, February 26, 2026, the U.S. Department of the Treasury sanctioned five officials from the Daniel Ortega and Rosario Murillo regime who \u201clead the country&#8217;s main financial, communications, and military agencies\u201d and are accused of collaborating with the dictatorship to \u201crepress its people.\u201d<\/p>\n\n<p><a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/sb0409\" target=\"_blank\" rel=\"noreferrer noopener\">According to a U.S. Treasury statement<\/a>, the five sanctioned are:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Major General Leonel Jos\u00e9 Guti\u00e9rrez L\u00f3pez, head of the Army&#8217;s Directorate of Military Intelligence and Counterintelligence (DICIM).<\/li>\n\n\n\n<li>Retired Major General Denis Membre\u00f1o Rivas, Director of the Financial Analysis Unit (UAF).<\/li>\n\n\n\n<li>Former Commissioner General Aldo Mart\u00edn S\u00e1enz Ulloa, Deputy Director of the FAU.<\/li>\n\n\n\n<li>Johana Vanessa Flores Jim\u00e9nez, head of the Ministry of Labor.<\/li>\n\n\n\n<li>Celia Reyes Ochoa, deputy director of the Nicaraguan Institute of Telecommunications and Postal Services (Telcor).<\/li>\n<\/ul>\n\n<p>\u201cThe Murillo-Ortega dictatorship has continued its domestic and international campaign of repression and tyranny to intimidate, stifle, and undermine peaceful political opponents and dissenters,\u201d said Treasury Secretary Scott Bessent. <\/p>\n\n<p>\u201cWe will continue to hold the dictatorship to account and to amplify the Nicaraguan people\u2019s aspirations for freedom and justice.\u201d<\/p>\n\n<p>The sanctions are part of a series of measures that the U.S. government has been applying to the Ortega regime because it has &#8220;violently repressed protests, unjustly detained and killed political opponents, carried out extraterritorial killings, silenced independent media and forced journalists into exile, and consolidated its illegitimate grip on power in Nicaragua.&#8221;<\/p>\n\n<p>All &#8220;assets and interests&#8221; that the designated persons have in the United States -or that are under the control or possession of U.S. citizens- are &#8220;blocked&#8221;. Additionally, they must be reported to the Treasury Department&#8217;s Office of Foreign Assets Control (OFAC).  <\/p>\n\n<p>Since 2018, the United States has maintained <a href=\"https:\/\/confidencial.digital\/en\/english\/the-nicaraguan-dictatorship-understands-economic-sanctions\/\" target=\"_blank\" rel=\"noreferrer noopener\">targeted financial sanctions<\/a> against senior officials and state-linked entities. U.S. visa bans, according to Human Rights Watch, cover more than 2,000 current or former Nicaraguan regime officials.  <\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-responsable-de-vigilancia-interna-y-externa-del-ejercito\">Responsible for the &#8220;internal and external surveillance&#8221; of the Army <\/h2>\n\n<p>The Treasury Department detailed that the Directorate of Military Intelligence and Counterintelligence, headed by Guti\u00e9rrez L\u00f3pez, is one of the &#8220;most opaque and powerful structures&#8221; of the Army. In addition, it points out that it works in coordination with the Police and State security agencies, to &#8220;guarantee at all costs that there is no opposition to the regime&#8221;. <\/p>\n\n<p>According to the communiqu\u00e9, this Army directorate is &#8220;fundamental for monitoring protesters, journalists, human rights defenders and retired military personnel considered disloyal&#8221;.<\/p>\n\n<p>In April 2025, the UN Group of Experts on Human Rights on Nicaragua (GHREN) included Guti\u00e9rrez L\u00f3pez on a list of <a href=\"https:\/\/confidencial.digital\/en\/english\/ghren-identifies-54-senior-officials-responsible-for-repression-in-nicaragua\/\" target=\"_blank\" rel=\"noreferrer noopener\">54 high-ranking officials identified as responsible for serious human rights violations <\/a>and crimes against humanity in the country. The DICIM is part of the directorates that assumed &#8220;operational control of repression&#8221; in 2018.   <\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-uaf-contribuye-a-impunidad-en-casos-de-corrupcion\">UAF contributes to &#8220;impunity in corruption cases&#8221;<\/h2>\n\n<p>The U.S. Treasury noted that the regime has &#8220;instrumentalized&#8221; laws related to anti-money laundering and counter-terrorist financing to increase its &#8220;capacity for political repression against the opposition&#8221;.<\/p>\n\n<p>According to the U.S., Membre\u00f1o Rivas and S\u00e1enz Ulloa, from the UAF, maintain a &#8220;constant monitoring of the inflows of money from abroad, with the aim of blocking any type of financing to the activities of peaceful opposition organizations and independent civil society.&#8221;<\/p>\n\n<p>&#8220;This allows the Nicaraguan regime to control and use the institutions in charge of preventing and prosecuting money laundering to persecute political opponents and to benefit its allies and interests,&#8221; according to the comunique. <\/p>\n\n<p>The UAF has been in charge of &#8220;liquidating the assets&#8221; of political dissidents, political prisoners and civil society organizations &#8220;without legal basis&#8221;. <\/p>\n\n<p>&#8220;The UAF&#8217;s lack of autonomy undermines the independence and integrity of the system and contributes to impunity in cases of corruption and money laundering,&#8221; the Treasury stated. <\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-abusos-de-los-derechos-laborales-y-competencia-desleal\">Abuses of labor rights and unfair competition<\/h2>\n\n<p>The Minister of Labor, Johana Vanessa Flores Jim\u00e9nez, was sanctioned on the grounds that Nicaragua has created a &#8220;high-risk environment for U.S. companies that invest and operate&#8221; in the country.  <\/p>\n\n<p>Treasury cites the <a href=\"https:\/\/ustr.gov\/sites\/default\/files\/files\/Press\/Releases\/2025\/Nicaragua%20Section%20301%20Report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">October 25, 2025 report of the Office of the United States Trade Representative (USTR)<\/a>, which concludes that the regime &#8220;through its acts, policies and practices, has exploited its own workers&#8221; through the Ministry of Labor.<\/p>\n\n<p>This, according to the statement, has led to &#8220;conditions of unfair competition, has confiscated the property rights of domestic and foreign religious institutions, as well as U.S. persons or businesses&#8221;. <\/p>\n\n<p>The deputy director of the Nicaraguan Institute of Telecommunications and Postal Services, Celia Reyes Ochoa, has been key within the regime&#8217;s surveillance and intelligence apparatus used to &#8220;monitor and control social networks, the press and other forms of expression&#8221; in the country. <\/p>\n\n<p>With the <a href=\"https:\/\/confidencial.digital\/en\/english\/internet-under-surveillance-in-nicaragua-new-gag-law-takes-effect\/\" target=\"_blank\" rel=\"noreferrer noopener\">General Law of Convergent Telecommunications, which came into force in November 2025<\/a>, TELCOR obtained broad powers to &#8220;collect private data, intercept communications and geolocate people in Nicaragua&#8221;.<\/p>\n\n<p>The law has a direct and severe impact on the digital rights and privacy of users of telecommunications services.<\/p>\n\n<p>&#8220;This legislation further strengthened TELCOR&#8217;s oversight and control over social networks and media,&#8221; the U.S. Treasury noted.  <\/p>\n\n<p>From this state entity, the general director of TELCOR, Nahima Janett D\u00edaz &#8211; appointed in 2022 &#8211; allegedly supervised the so-called &#8220;troll farms&#8221; dedicated to harassment, defamation and cyber-attacks against political
