{"id":183411,"date":"2026-02-15T00:16:00","date_gmt":"2026-02-15T06:16:00","guid":{"rendered":"https:\/\/confidencial.digital\/sin-categoria\/ending-visa-free-entry-for-cubans-does-not-guarantee-an-end-to-the-migration-springboard-from-nicaragua\/"},"modified":"2026-02-18T15:08:32","modified_gmt":"2026-02-18T21:08:32","slug":"ending-visa-free-entry-for-cubans-does-not-guarantee-an-end-to-the-migration-springboard-from-nicaragua","status":"publish","type":"post","link":"https:\/\/confidencial.digital\/en\/english\/ending-visa-free-entry-for-cubans-does-not-guarantee-an-end-to-the-migration-springboard-from-nicaragua\/","title":{"rendered":"Ending Visa-Free Entry for Cubans Does Not Guarantee an End to the \u201cMigration Springboard\u201d from Nicaragua<br>"},"content":{"rendered":"\n<p>The decision to end visa-free entry for Cubans \u2014 in place since November 2021 \u2014 was unlikely to have been a unilateral move by the regime of Daniel Ortega and Rosario Murillo, but rather a measure coordinated with Havana that also sends a \u201cmessage to the United States\u201d amid accusations that Nicaragua has served as a springboard for irregular migration, analysts told <strong>CONFIDENCIAL<\/strong>. <\/p>\n\n<p>Nicaraguan lawyer and opposition figure Juan Diego Barberena believes the<a href=\"https:\/\/confidencial.digital\/en\/english\/nicaragua-eliminates-visa-free-entry-for-cuban-citizens\/\" target=\"_blank\" rel=\"noreferrer noopener\"> measure, adopted on February 8, 2026<\/a>, responds more to a foreign-policy strategy than to any immediate migration situation facing the Ortega regime.<\/p>\n\n<p>\u201cThis is a two-pronged move \u2014 it\u2019s been discussed with the Cubans. The goal is not to prevent Cubans from staying in Nicaragua, but to send a message to the United States,\u201d he explained. The Ortega regime, he added, is trying to show willingness to cooperate on an issue sensitive to Washington: migration. <\/p>\n\n<p>Cuban political scientist and historian Armando Chaguaceda agrees that the decision in Managua could not have been made \u201cwithout consulting Havana,\u201d especially given the role Nicaragua assumed after Cuba\u2019s July 2021 social protests. <\/p>\n\n<p>\u201cIt is not a unilateral action, although it puts Cuba in a more complicated position (\u2026) Nicaragua had, by negotiation and consensus between the two dictatorships, become a safety valve for the young Cuban population that took to the streets,\u201d said Chaguaceda, who is also a researcher at the <em>think tank<\/em> Government and Political Analysis (Gapac).<\/p>\n\n<p>On November 22, 2021, Nicaragua authorized visa-free entry for Cubans. The measure triggered a wave of migration, with Cubans using Nicaraguan territory as a springboard toward the United States.  <\/p>\n\n<p>According to the official discourse, the decision was a <a href=\"https:\/\/confidencial.digital\/nacion\/nicaragua-establece-libre-visado-para-ciudadanos-de-cuba\/\">&#8220;humanitarian measure&#8221;.<\/a> In 2015, Nicaragua had closed its border to hundreds of Cuban migrants seeking to enter from Costa Rica on their way to the United States, and denounced the neighboring country for triggering what it called a &#8220;humanitarian crisis&#8221; in the region.  <\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-visa-consultada-en-momentos-de-tension-politica-nbsp\">Consulted visa policy amid political tensions <\/h2>\n\n<p>The end of visa-free entry comes amid escalating tensions between Cuba and the government of Donald Trump, and one month after the capture of Nicol\u00e1s Maduro in Venezuela. <\/p>\n\n<p>Barberena stressed that the new &#8220;consulted visa&#8221; scheme does not amount to an actual closure of the route. The real impact of the measure will depend on how the requirement is implemented and whether applications end up being approved across the board. <\/p>\n\n<p>\u201cWe will have to see how much this is a maneuver to truly restrict the free movement of Cubans in Nicaragua (\u2026) it may be that every Cuban who applies for a visa will receive one,\u201d Barberena warned.<br\/> <\/p>\n\n<p>Visa applications will be handled by the Ministry of the Interior through the e-mail solicitudes@mint.gob.ni and are free of charge.<\/p>\n\n<p>According to lawyer and former political prisoner R\u00f3ger Reyes, Ortega and Murillo \u201care not interested in the migration crisis,\u201d but believe their strategy will allow them \u201cto continue their dictatorship without any pressure.\u201d<br\/> <\/p>\n\n<p>\u201cThey are trying to clean up their image \u2014 they want to curry favor with President Trump\u2019s administration (\u2026) Ortega is reaching the point of balancing his alliances, his economic benefits, and the continuation of his dictatorship without problems with the United States,\u201d Reyes said.<br\/> <\/p>\n\n<p>He added that the Nicaraguan regime seeks to \u201cneutralize pressure and sanctions\u201d from Washington and that Ortega and Murillo appear to prefer \u201cgetting along better with Trump than with any other ally.\u201d<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-opacidad-con-los-datos-migratorios-en-nicaragua-nbsp\">Opacity in Nicaragua\u2019s migration data <\/h2>\n\n<p>Although the visa is free, the decision creates an obstacle for Cubans who over the past four years had seen Nicaragua as an escape route on their way to the United States. In the first month after the measure took effect, the country recorded <a href=\"https:\/\/confidencial.digital\/nacion\/mas-de-6100-cubanos-llegaron-a-nicaragua-en-diciembre-de-2021\/\">the arrival of 6,178 Cubans<\/a>, according to immigration authorities. Since then, however, official figures have disappeared.  <\/p>\n\n<p>The total number of Cubans who passed through the country is unknown because the Ortega regime keeps public information tightly controlled, allowing it to maneuver politically without \u201caccountability,\u201d analysts say.<br\/> <\/p>\n\n<p>During this period, however, 245,210 Cubans were detected in irregular status in Honduras. At least 98,888 of them entered Honduras irregularly from Nicaragua by land, confirming Nicaragua\u2019s role as one of the main starting points for the migration route to the United States.<br\/> <\/p>\n\n<p>Encounters with Cuban migrants at U.S. borders dropped sharply in 2025 following Trump\u2019s return to the presidency. According to data from U.S. Customs and Border Protection (<a href=\"https:\/\/www.cbp.gov\/newsroom\/stats\/nationwide-encounters\">CBP<\/a>), the number of encounters at the southern border in recent years was:  <\/p>\n\n<ul class=\"wp-block-list\">\n<li>2023: 142 352<\/li>\n\n\n\n<li>2024: 150 995<\/li>\n\n\n\n<li>2025: 31 944<\/li>\n\n\n\n<li>2026: 303<\/li>\n<\/ul>\n\n<p>According to Chaguaceda, Nicaragua played a functional role for the Cuban regime by facilitating a relatively \u201corderly\u201d exit amid a deep social crisis.<\/p>\n\n<p>Chaguaceda added that this opening also generated economic benefits for sectors close to power. &#8220;That orderly exit became a business for the two domes, with airlines, hotels and companies linked to the regimes,&#8221; he explained.  <\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-cubanos-se-mueven-tambien-hacia-el-sur\">Cubans Are Also Moving South<\/h2>\n\n<p>The partial closure of this route, the Cuban historian warned, will not eliminate migration but rather transform it. \u201cWhen people need to leave, they will find one way or another (\u2026) This drives up costs, and only those who can afford to travel will be able to leave \u2014 the poor will not,\u201d Chaguaceda said.  <\/p>\n\n<p id=\"h-\">Cuban migration flows, however, are not directed exclusively northward. Part of this migration is also moving south, using countries such as Nicaragua and Costa Rica as transit points or destinations.<br\/>  <\/p>\n\n<p>Between 2022 and 2024, Costa Rica\u2019s General Directorate of Migration and Foreign Affairs recorded the entry of 6,330 Cubans, of whom 252 crossed through the Pe\u00f1as Blancas and Las Tablillas land borders. At least 5,518 filed asylum applications.<br\/>  <\/p>\n\n<p>In 2025, Uruguay also received Cuban migrants and, in that year alone, issued 13,852 identity documents to Cubans for the first time.<\/p>\n\n<p>\u201cCubans who were leaving were mainly headed to the United States, but after U.S. measures many stayed in Mexico, and in other countries there are also very large communities (\u2026) We are talking about an island with an impoverished population that has lost approximately one-sixth of its people,\u201d Chaguaceda said.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-cuba-necesita-de-esa-migracion\">Cuba Needs That Migration<\/h2>\n\n<p>Human rights lawyer Laritza Diversent, director of the legal advocacy center Cubalex, agreed that the Ortega-Murillo government\u2019s 2021 visa-free policy for Cubans helped the Cuban regime \u201crelieve pressure after the July 11 protests.\u201d <\/p>\n\n<p>Diversent noted that migration plays a structural role in Cuba\u2019s economic model. \u201cThe Cuban economy is extractivist. It depends on people who leave, work abroad, and send money back to their families in Cuba, which produces nothing,\u201d she said, highlighting the growing dependence on remittances for the survival of thousands of households. <\/p>\n\n<p>Cubalex has also documented cases of arbitrariness by Nicaraguan authorities even before this policy change. <\/p>\n\n<p>\u201cWe have recorded cases of people whom Nicaragua denied entry without any explanation \u2014 they were sent back and lost everything,\u201d Diversent said, referring to Cubans who had already sold their belongings or purchased tickets.<br\/><\/p>\n\n<p>For analysts consulted by <strong>CONFIDENCIAL<\/strong>, the decision of the Ortega-Murillo regime does not solve the structural causes of Cuban migration. <\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-medida-llega-cuando-se-acabo-el-negocio\">Measure Comes After the Business Has Ended?<\/h2>\n\n<p>On February 13, 2026, the Ortega-Murillo regime added a group of non-regional countries to its<a href=\"https:\/\/confidencial.digital\/nacion\/dictadura-impone-visados-a-paises-que-usaron-nicaragua-como-trampolin-migratorio\/\"> list of 128 nations<\/a> whose citizens require visas to enter Nicaragua. These countries had previously benefited from visa exemptions and relaxed migration rules that turned<a href=\"https:\/\/confidencial.digital\/confidencialtv\/en-senegal-todos-hablan-de-nicaragua-el-trampolin-para-llegar-a-estados-unidos\/\"> Nicaragua into a springboard for irregular migration<\/a> to the United States.<\/p>\n\n<p>Countries included in the new requirement are Guinea, Senegal, Mauritania, Angola, Egypt, Georgia, and Kyrgyzstan, whose citizens had previously been able to fly to Nicaragua and obtain a tourist visa upon arrival.<\/p>\n\n<p>This group of seven countries \u2014 mostly African \u2014 is among the 20 nationalities of migrants who crossed irregularly into Honduras via the land border with Nicaragua, according to a <strong>CONFIDENCIAL<\/strong> review of <a href=\"https:\/\/inm.gob.hn\/migracion-irregular.html\" target=\"_blank\" rel=\"noreferrer noopener\">statistics from Honduras\u2019s National Migration Institute.<\/a> <\/p>\n\n<p>The measure comes after U.S. sanctions had intensified and <em>charter<\/em> flights from those countries had already ceased. <\/p>\n\n<p>After the migration business was exposed, the United States began sanctioning businesspeople and companies facilitating irregular migration. In January 2025, the U.S. State Department reported that more than <a href=\"https:\/\/confidencial.digital\/economia\/cierran-mas-de-70-rutas-de-vuelos-charter-que-trasladan-migrantes\/\" target=\"_blank\" rel=\"noreferrer noopener\">70 charter flight routes transporting migrants<\/a> had already been shut down, including those linking Nicaragua with Cuba and Libya.
