{"id":181176,"date":"2026-01-07T00:28:00","date_gmt":"2026-01-07T06:28:00","guid":{"rendered":"https:\/\/confidencial.digital\/sin-categoria\/heightened-surveillance-in-nicaraguas-neighborhoods-and-online-after-maduros-capture\/"},"modified":"2026-01-07T03:54:05","modified_gmt":"2026-01-07T09:54:05","slug":"heightened-surveillance-in-nicaraguas-neighborhoods-and-online-after-maduros-capture","status":"publish","type":"post","link":"https:\/\/confidencial.digital\/en\/policy\/heightened-surveillance-in-nicaraguas-neighborhoods-and-online-after-maduros-capture\/","title":{"rendered":"Heightened Surveillance in Nicaragua\u2019s Neighborhoods and Online After Maduro\u2019s Capture"},"content":{"rendered":"\n<p>During a meeting convened 12 hours after the<a href=\"https:\/\/confidencial.digital\/en\/english\/maduro-declares-himself-innocent-and-a-prisoner-of-war\/\" target=\"_blank\" rel=\"noreferrer noopener\"> capture of Venezuelan president Nicol\u00e1s Maduro<\/a> \u2014 attended by a group of Sandinista Front cadres and senior officials from the government, the Army, and the Police \u2014 Nicaragua\u2019s \u201cco-president\u201d and regime spokesperson Rosario Murillo ordered all territorial party structures to remain in a \u201cstate of alert.\u201d She also instructed them to increase surveillance in neighborhoods and on social media, sources linked to the FSLN Secretariat confirmed to <strong>CONFIDENCIAL<\/strong>.<\/p>\n\n<p>The closed-door meeting took place on the afternoon of January 3, 2026, at El Carmen \u2014 which serves as a residence, presidential compound, and headquarters of the Sandinista Front \u2014 without Daniel Ortega present. Murillo was accompanied by Fidel Moreno, FSLN organization secretary; Gustavo Porras, president of the National Assembly; and National Police chief Francisco D\u00edaz. She was occasionally assisted by her daughter, Camila Ortega. <\/p>\n\n<p>Murillo insisted on maintaining \u201cmaximum alert\u201d in response to U.S. bombings and the capture of Maduro in Venezuela. She ordered increased surveillance of what she called \u201cradical opposition elements,\u201d of \u201cdeportees from the United States,\u201d and of any potential \u201cformation of groups that might disturb our peace.\u201d<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-operativos-y-vigilancia-en-los-barrios-nbsp-nbsp\">Operations and Surveillance in Neighborhoods <\/h2>\n\n<p>In neighborhoods and communities, Murillo instructed Sandinista groups to establish targeted surveillance over any \u201ccelebrations, the hanging of banners, posters, graffiti, or any activity that threatens the peace that we Nicaraguans enjoy.\u201d<br\/><\/p>\n\n<p>The orders specifically include \u201cmonitoring comments on social media,\u201d under the argument that \u201csocial networks are the main axis\u201d for coordinating critical messages and expressions of rejection regarding events in Venezuela or even Nicaragua\u2019s own sociopolitical situation.. <\/p>\n\n<p>She also ordered the creation of \u201crevolutionary surveillance command posts in neighborhoods and communities\u201d to report to district-level authorities any \u201ccomments against our good government,\u201d as well as information about \u201cwhat is happening in our sister Venezuela.\u201d<\/p>\n\n<p>Territorial structures were further instructed to report effectively on \u201cevery situation that occurs in our neighborhoods,\u201d with the aim that anyone who \u201cthreatens peace be detained immediately.\u201d<\/p>\n\n<p>Following Maduro\u2019s capture, Murillo accused Venezuelan president Nicol\u00e1s Maduro of having been \u201ckidnapped\u201d in Caracas, <a href=\"https:\/\/confidencial.digital\/en\/english\/rosario-murillo-calls-the-arrest-of-maduro-and-his-wife-an-illegal-kidnapping\/\" target=\"_blank\" rel=\"noreferrer noopener\">without directly mentioning the United States or President Donald Trump.<\/a> <\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-murillo-ordena-vigilar-a-opositores-radicales\">Murillo Orders Surveillance of \u201cRadical Opponents\u201d<\/h2>\n\n<p>Murillo specifically called for increased surveillance of what she described as \u201cradical opposition elements,\u201d of \u201cdeportees from the United States,\u201d and of the possible \u201cformation of groups that disturb our peace.\u201d<\/p>\n\n<p>Between January and November 2025, Donald Trump\u2019s administration deported <a href=\"https:\/\/confidencial.digital\/en\/nation\/u-s-deportations-of-nicaraguans-in-2025-surpass-previous-two-years\/\" target=\"_blank\" rel=\"noreferrer noopener\">6,095 Nicaraguans<\/a>, according to CONFIDENCIAL. The migrants arrived in Managua on 54 flights.  <\/p>\n\n<p><a href=\"https:\/\/confidencial.digital\/en\/english\/this-is-how-the-world-reacted-to-the-u-s-offensive-against-nicolas-maduro\/\" target=\"_blank\" rel=\"noreferrer noopener\">Maduro\u2019s capture has divided the Americas<\/a> between those celebrating the end of the Chavista leader\u2019s rule and those denouncing U.S. actions as illegal.<\/p>\n\n<p>Maduro will remain detained in a New York prison and is scheduled to appear again before U.S. courts on March 17, 2026.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-brazos-represores-del-regimen-reciben-orientaciones-nbsp\">Repressive Arms of the Regime Receive Instructions <\/h2>\n\n<p>One source linked to the FSLN Secretariat in El Carmen confirmed to CONFIDENCIAL that those summoned by Murillo to the meeting were \u201ca select group,\u201d including the FSLN\u2019s top political secretaries, as well as senior officials from the Ministry of the Interior, the National Police, and the Army. Other officials participated virtually.<br\/><\/p>\n\n<p>During the meeting, the \u201cco-president\u201d instructed that a \u201cstate of alert\u201d be activated across all territorial structures of the FSLN, the Police, the Government, and municipal governments, in response to \u201cthe situation that occurred in our brotherly people of Venezuela,\u201d a direct reference to the detention of Maduro and his wife, Cilia Flores, in Caracas in the early hours of January 3, 2026.<br\/><\/p>\n\n<p>According to one participant, Murillo\u2019s instructions originated from a \u201cnational leadership\u201d and were to be replicated at the departmental, district, and territorial levels, as well as through the National Police and the political secretaries assigned to each sector across Nicaragua. <\/p>\n\n<p>\u201cNo documents or written orders were distributed at the meeting; the instructions were given verbally,\u201d the source
