As she does every Monday, Gladys<\/em> arrived punctually at her office, located in one of Managua\u2019s judicial complexes. \u201cI\u2019ve gotten used to arriving as early as possible, especially on Mondays and Fridays, which tend to be the days when people get fired\u2014although you never really know,\u201d she says. That day, October 27, 2025, she was surprised when a large group of public employees were blocked from entering their workplace. <\/p>\n\n

\u201cThat\u2019s how they were notified that they were being fired, without any explanation,\u201d she explains. For Gladys<\/g>, it\u2019s been painful to see many colleagues lose their jobs, including some of her closest coworkers. \u201cThis is like the third big purge that\u2019s happened,\u201d she recalls. <\/p>\n\n

That Monday, it became known that some workers had been fired over the phone during the weekend. \u201cThey didn\u2019t even wait for them to show up to work. It’s completely rude and disrespectful to the workers they dismiss without any justification,\u201d she adds. <\/p>\n\n

But the unstoppable, silent wave of dismissals is not limited to Managua. It has reached courts in municipalities such as La Paz in Carazo; Nagarote in Le\u00f3n; El Rama on the Northern Caribbean Coast; and El Almendro in R\u00edo San Juan. <\/p>\n\n

The purge in Nicaragua\u2019s Judicial Branch, ordered by \u201cco-president\u201d Rosario Murillo and initiated in late October 2023, has not stopped and now totals more than 1,600 people dismissed nationwide, sources linked to that branch of government confirmed to CONFIDENCIAL<\/strong>. But who are the ones carrying out Murillo\u2019s orders? <\/p>\n\n

Fidel Moreno and His Two \u201cPolitical Commissars\u201d<\/h2>\n\n

Since the intervention in the Judicial Branch, a \u201crestructuring\u201d process has continued, carried out outside the authority of the Supreme Court magistrates, who have become merely \u201cdecorative\u201d figures.<\/a><\/p>\n\n

The vice president of the Supreme Court, Marvin Aguilar, was initially identified as the \u201cacting president,\u201d which appeared to be a promotion. However, he is now \u201cjust a decorative figure, with no role beyond appearing at public events and\u2014like the other magistrates\u2014signing any document or resolution sent to him from El Carmen,\u201d sources linked to the Judicial Branch confirmed. <\/p>\n\n

This so-called \u201crestructuring\u201d is being directed by Fidel Moreno, the organizational secretary of the Sandinista National Liberation Front (FSLN) and one of Murillo\u2019s \u201ctrusted men.\u201d<\/p>\n\n

But Moreno has positioned two key operatives<\/a> who are in charge of \u201cmanaging the day-to-day\u201d operations of the Judicial Branch: R\u00f3ger Mart\u00ednez Dom\u00ednguez and Arlen Idalia Reyes L\u00f3pez.<\/p>\n\n

R\u00f3ger Mart\u00ednez Dom\u00ednguez was appointed as the administrative secretary-general of the Supreme Court, replacing Berman Mart\u00ednez,<\/a> who was dismissed, imprisoned, and convicted in a secret trial.<\/p>\n\n

Before joining the Judicial Branch, Mart\u00ednez Dom\u00ednguez was an auditor at the Office of the Comptroller General of the Republic (CGR).<\/p>\n\n

As for Arlen Idalia Reyes L\u00f3pez, she is a business administrator from Matagalpa who served as the human resources director at the Managua Mayor\u2019s Office. <\/p>\n\n

Reyes L\u00f3pez had previously worked as the administrative and financial director of the Ministry of Women (MINIM). In 2017, she was cleared after filing a review appeal against a CGR resolution that held her administratively responsible for failing to comply with probity declaration requirements. <\/p>\n\n

\u201cBoth are Fidel Moreno\u2019s eyes and are above even the entire Full Court, which is currently made up of eight magistrates,\u201d said a source linked to the Judicial Branch.<\/p>\n\n

According to the source, at this point Daniel Ortega\u2019s influence is minimal. \u201cHere, the one who appoints and removes judges in Nicaragua is Rosario Murillo,\u201d the source insisted. <\/p>\n\n

\u201cThey\u2019ve Swept Away the Fiefdoms\u201d <\/h2>\n\n

For former Judicial Branch official Yader Moraz\u00e1n, these two new officials, who have no experience in judicial matters, \u201ccame to boss everyone around, including the magistrates.\u201d<\/p>\n\n

\u201cThese people are currently the most powerful, above people who have been working in the Judicial Branch for decades, and although they supposedly came to reorganize, they ended up just giving orders,\u201d he explains.<\/p>\n\n

Moraz\u00e1n notes that these officials have been responsible for \u201cdisplacing\u201d interlocutors who had significant influence with judges and magistrates, such as N\u00e9stor Moncada Lau and Lenin Cerna, both fallen out of favor in the \u201cgreat political purge\u201d ordered by Rosario Murillo.<\/a><\/p>\n\n

\u201cThey\u2019ve come to sweep away the strongholds that existed in the Judicial Branch at all levels, including those protected by magistrates,\u201d Moraz\u00e1n asserts. <\/p>\n\n

The former judicial official details that the \u201cpurges\u201d within the Judicial Branch have even affected lawyers \u201cwho boasted about rubbing elbows with the powerful and selling judgments and favors.\u201d One of them is lawyer Francisco Reyes, uncle of the now-powerful judicial official, Arlen Idalia Reyes L\u00f3pez. <\/p>\n\n

\u201cThat lawyer is in prison, which shows that no one is untouchable anywhere (\u2026) I know many lawyers who were given free rein and now are sleeping in safe houses out of fear,\u201d Moraz\u00e1n asserts.<\/p>\n\n

The Judicial Branch\u2019s \u201cdirection\u201d is unknown<\/h2>\n\n

Sources connected to the Supreme Court told CONFIDENCIAL<\/strong> that among those dismissed in October 2025 were officials \u201cat all levels,\u201d particularly judges and staff in municipalities of Le\u00f3n, Matagalpa, Carazo, Chontales, Managua, and the North Caribbean Coast.<\/p>\n\n

In the first days of November 2025, the purge reached about 15 CSJ employees in Managua, as well as two judges in the capital and one in Le\u00f3n.<\/p>\n\n

\u201cWhat\u2019s happening is uncontrollable, and it paralyzes many of the pending justice cases in the country,\u201d comments William<\/em>, a municipal judicial official.<\/p>\n\n

Among those dismissed are officials who have been loyal to the Ortega-Murillo regime, such as Judge F\u00e9lix Salmer\u00f3n, who headed Managua\u2019s Fifth Criminal Trial Court. <\/p>\n\n

\u201cIt\u2019s unclear what criteria are used to fire people; only the top leaders of the dictatorship know that,\u201d William<\/em> observes.<\/p>\n\n

This official, with more than fifteen years of judicial experience, believes the saddest part is that \u201cno one knows what direction the Judicial Branch will take.\u201d \u201cThere are judges who get dismissed and then reinstated weeks later; I even know some who are currently appealing their dismissals,\u201d he adds. <\/p>\n\n

\u201cThey appoint politicians and it has created discord\u201d<\/h2>\n\n

To fill the vacancies left by the mass dismissals, the regime has ordered the hiring of personnel \u201cwith zero experience,\u201d Moraz\u00e1n says. <\/p>\n\n

This has caused \u201cmany pending cases to start over because those handling the cases are no longer there,\u201d he notes.<\/p>\n\n

He points out that the new officials are appointed \u201cwithout knowing what criteria were used\u201d and arrive stating that \u201ctheir positions are political.\u201d<\/p>\n\n

Moraz\u00e1n emphasizes that this has created \u201cdiscord,\u201d because while positions remain vacant, some officials take on the duties of their former superiors, and when someone new is appointed, \u201cthey are demoted again.\u201d <\/p>\n\n

\u201cMany take on these duties hoping to be appointed to the vacant positions, but suddenly \u2018people from the street\u2019 arrive and they are sent back to their old posts,\u201d he explains. <\/p>\n\n

These are not isolated cases, Moraz\u00e1n adds. It\u2019s happening across the country, and the result is that \u201cthe old officials don\u2019t want to help the new ones learn.\u201d <\/p>\n\n

CSJ remains paralyzed <\/h2>\n\n

A CONFIDENCIAL<\/strong> report published at the end of October 2025, marking two years since the CSJ has been intervened and paralyzed by the regime<\/a><\/strong>\u2014two years after the \u201chumiliating\u201d removal of its president Alba Luz Ramos and the start of the massive purge\u2014reveals that many departments remain inoperative and cannot act without the authorization of the \u201cco-presidency.\u201d<\/p>\n\n

\u201cThere is a total paralysis of the CSJ (\u2026) The magistrates barely come to their offices, and they are not allowed to sign rulings without the approval of El Carmen,\u201d detailed a source linked to the Court.<\/p>\n\n

Alberto<\/em>, a judicial worker with over ten years of experience, notes that the fear is \u201cenormous\u201d because they have dismissed \u201cpeople who were appointed by magistrates and judges who considered themselves powerful.\u201d <\/p>\n\n

\u201cThey used to strut through the offices boasting about being backed by people who are no longer there, or who, if still around, are hiding in a corner trying not to be seen,\u201d he explains. <\/p>\n\n

The indiscriminate purge has also left hundreds of officials without severance pay. \u201cThey don\u2019t want to pay them, and that\u2019s why the newly fired don\u2019t report it\u2014they fear the same thing will happen to them,\u201d says Alberto. <\/p>\n\n

On a panel aired on November 2, 2025, on the program Esta Semana<\/em><\/a>, Azah\u00e1lea Sol\u00eds, a denationalized Nicaraguan and lawyer specializing in Constitutional Law, noted that currently, loyalty to Rosario Murillo is the only thing valued in the Judicial Branch. <\/p>\n\n

Sol\u00eds pointed out that in the current Court structure, \u201cnone of them have any power, not even administrative, not even enough to fix a sewing machine.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
