{"id":176558,"date":"2025-10-22T00:10:00","date_gmt":"2025-10-22T06:10:00","guid":{"rendered":"https:\/\/confidencial.digital\/sin-categoria\/nicaragua-iachr-confirms-digital-repression-via-troll-farms\/"},"modified":"2025-10-29T08:51:17","modified_gmt":"2025-10-29T14:51:17","slug":"nicaragua-iachr-confirms-digital-repression-via-troll-farms","status":"publish","type":"post","link":"https:\/\/confidencial.digital\/en\/english\/nicaragua-iachr-confirms-digital-repression-via-troll-farms\/","title":{"rendered":"Nicaragua: IACHR Confirms Digital Repression via Troll Farms"},"content":{"rendered":"\n<p>The Inter-American Commission on Human Rights (IACHR) has confirmed that the regime of Daniel Ortega and Rosario Murillo continues to use a coordinated strategy of \u201cmisinformation and stigmatization\u201d against human rights defenders, through the use of \u201cdigital mobs\u201d or \u201ctroll farms\u201d that harass, threaten, and discredit individuals in Nicaragua.<\/p>\n\n<p>This is documented in the <a href=\"https:\/\/www.oas.org\/es\/cidh\/informes\/pdfs\/2025\/Tercer-informe-personas-defensoras-DDHH.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">IACHR\u2019s Third Report on the Situation of Human Rights Defenders in the Americas,<\/a> published in October 2025. <\/p>\n\n<p>This time, the Commission acknowledges the existence of a \u201ccoordinated pattern\u201d designed to \u201cdiscredit their defense activities\u201d and stigmatize defenders. <\/p>\n\n<p>\u201cStigmatization may also be linked to the initiation of criminal proceedings through the issuance of public statements accusing them of committing crimes, without such accusations necessarily being judicially proven,\u201d the report notes. <\/p>\n\n<p>The report describes how these \u201ctroll farms\u201d function as propaganda and intimidation arms of the regime. <\/p>\n\n<p>In 2023, an investigation by Confidencial warned about the <a href=\"https:\/\/confidencial.digital\/nacion\/orteguismo-utiliza-granjas-troles-en-su-estrategia-de-propaganda-y-odio\/\" target=\"_blank\" rel=\"noreferrer noopener\">resurgence of \u201cSandinista troll farms\u201d that had been removed by Facebook and Twitter in 2021. <\/a>That year, a total of 1,414 accounts were deleted, including 896 personal accounts, 132 Facebook pages, 24 Facebook groups, and 362 Instagram users.<\/p>\n\n<p>The <a href=\"https:\/\/www.oas.org\/es\/cidh\/docs\/anual\/2024\/capitulos\/IA2024_4B_NIC_ES.PDF\" target=\"_blank\" rel=\"noreferrer noopener\">IACHR\u2019s 2024 annual report on Nicaragua <\/a>highlighted investigations by independent media outlets and civil society organizations that mentioned the existence of \u201cdigital mobs\u201d or \u201ctroll farms\u201d using TikTok, Instagram, Facebook, Telegram, and X to carry out attacks. <\/p>\n\n<p>The institutions from which these operations are conducted include: <\/p>\n\n<ul class=\"wp-block-list\">\n<li>Correos de Nicaragua (the national postal service)<\/li>\n\n\n\n<li>Managua City Hall<\/li>\n\n\n\n<li>Institute of Youth (Injuve)<\/li>\n\n\n\n<li>Supreme Court of Justice (CSJ) <\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\" id=\"h-un-marco-legal-creado-en-nicaragua\">A Legal Framework Created in Nicaragua<\/h2>\n\n<p>However, the report indicates that people tend to avoid sharing information or expressing their opinions on social media out of fear of being criminalized by the regime, which controls the justice system. <\/p>\n\n<p>The document highlights the use of restrictive legal frameworks designed to criminalize critical expression in the digital sphere. <\/p>\n\n<p>In Nicaragua, the regime uses Law 1042 \u2014 better known as the \u201cSpecial Cybercrimes Law\u201d \u2014 as an instrument of judicial persecution, according to the IACHR. The regime also relies on Law 1055 on the defense of the people\u2019s rights to independence, sovereignty, and self-determination for peace, which includes the crime of \u201ctreason to the homeland.\u201d <\/p>\n\n<p>The first law criminalizes the \u201cdissemination of false information through technological means,\u201d punishing those who share information or denunciations inconvenient for the regime; the second is used to criminalize human rights defenders under the charge of \u201cconspiracy to undermine national integrity.\u201d <\/p>\n\n<p>In its report, the IACHR recalls that these laws have been used to justify arbitrary detentions and criminal prosecutions against defenders. <\/p>\n\n<p>In September 2021, the organization expressed concern over the prosecution of attorney and human rights defender Maria Oviedo and peasant leader Pedro Mena, both charged with \u201cconspiracy to undermine national integrity\u201d and \u201cspreading false news.\u201d Both were later banished from the country.  <\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-cidh-registra-agresiones-digitales\">IACHR Records Digital Aggressions<\/h2>\n\n<p>The impact of this coordinated pattern of stigmatization is even more severe in the case of women human rights defenders. <\/p>\n\n<p>Between 2020 and October 31, 2024, more than 7,400 digital attacks were recorded in the Mesoamerican region \u2014 which includes Nicaragua, El Salvador, Honduras, and Mexico \u2014 many of them specifically targeting women.<\/p>\n\n<p>According to the IACHR report, the most frequent forms of \u201cvirtual aggression\u201d include: <\/p>\n\n<ul class=\"wp-block-list\">\n<li>Harassment <\/li>\n\n\n\n<li>Threats <\/li>\n\n\n\n<li>Spreading false information <\/li>\n\n\n\n<li>Smear campaigns <\/li>\n\n\n\n<li>Questioning or undermining the leadership, morality, ethics, or professionalism of the defenders or their organizations <\/li>\n<\/ul>\n\n<p>\u201cThese are violent, coordinated, and overtly sexualized attacks, carried out with malicious intent, that inflict very real psychological harm, destroy the professional careers of women, and deprive society of vital voices and perspectives,\u201d the report emphasizes. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Inter-American Commission on Human Rights (IACHR) has confirmed that the regime of Daniel Ortega and Rosario Murillo continues to use a coordinated strategy of \u201cmisinformation and stigmatization\u201d against human rights defenders, through the use of \u201cdigital mobs\u201d or \u201ctroll farms\u201d that harass, threaten, and discredit individuals in Nicaragua.
