These \u201cco-leaderships\u201d have become the norm within the Nicaraguan Executive Branch \u2014 a mechanism that, according to exiled political analysts, the \u201cco-president\u201d Rosario Murillo has put in place to sideline the \u201cloyalists\u201d of her husband and \u201cco-president\u201d Daniel Ortega, and to secure an \u201corderly\u201d and \u201csafe\u201d dynastic succession. <\/p>\n\n<p>The appointment of two \u201cco-directors\u201d or \u201cco-presidents\u201d in state institutions began in 2016, when the presidential couple named Guillermo Gonz\u00e1lez and X\u00f3chitl Cortez as \u201cco-directors\u201d of the National System for Disaster Prevention, Mitigation, and Response (Sinapred). From there, the practice of appointing \u201cco-leaders\u201d expanded to other institutions, under the guise of a supposed gender equality policy. <br\/> <\/p>\n\n<h2 class=\"wp-block-heading\">\u201cCo-leaderships\u201d imposed in 13 institutions<\/h2>\n\n<p>Between 2016 and 2025, the regime has imposed \u201cco-leaderships\u201d in 13 state institutions \u2014 though not all positions were divided between men and women. An example is the Nicaraguan Tourism Institute (Intur), where Anasha Campbell, wife of Foreign Minister Valdrack Jaentschke, and Mara Vanessa Stotti, wife of Daniel Edmundo Ortega Murillo and daughter-in-law of the dictatorial couple, were both appointed. <\/p>\n\n<p>Other institutions where joint male-female leadership has been established include: <\/p>\n\n<ul class=\"wp-block-list\">\n<li>The Institute of Cultures of Peoples and Youth<\/li>\n\n\n\n<li>The Nicaraguan Sports Institute (IND)<\/li>\n\n\n\n<li>The Dredging Company of the San Juan River<\/li>\n\n\n\n<li>The National Cinematheque<\/li>\n\n\n\n<li>The Office of the Comptroller General of the Republic, which, despite being a collegial body, now has two co-presidents: Luis Alberto Rodr\u00edguez Jim\u00e9nez and Mar\u00eda Eliette Esquivel Tinoco.<\/li>\n<\/ul>\n\n<p>The most recent institutions to adopt shared leadership were the <a href=\"https:\/\/confidencial.digital\/politica\/nombran-a-dos-cancilleres-en-una-nicaragua-cada-vez-mas-aislada\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ministry of Foreign Affairs<\/a>, headed by Valdrack Jaentschke and Denis Moncada, and <a href=\"https:\/\/confidencial.digital\/politica\/nombran-a-victoriano-ruiz-como-cojefe-de-las-fuerzas-policiales-de-nicaragua\/\" target=\"_blank\" rel=\"noreferrer noopener\">the National Police<\/a>, directed by General Commissioner Francisco D\u00edaz \u2014whose daughter is married to one of the presidential couple\u2019s sons\u2014 alongside General Commissioner <a href=\"https:\/\/confidencial.digital\/nacion\/victoriano-ruiz-cojefe-policia-nicaragua\/\">Victoriano Ruiz.<\/a><\/p>\n\n<p>Meanwhile, at the Institute for Urban and Rural Housing (INVUR), the Nicaraguan Institute for Territorial Studies (INETER), and the National Forestry Institute (Inafor) \u2014 the latter transferred to the Ministry of Environment and Natural Resources (Marena) in October 2024 \u2014 legal reforms were introduced to institutionalize \u201cshared leadership,\u201d but the appointment of two co-directors never materialized.<br\/> <\/p>\n\n<p>To institutionalize these \u201cco-leaderships,\u201d the Ortega regime reformed laws such as those governing Tourism and the National Police, creating what Nicaraguan political scientist and former political prisoner F\u00e9lix Maradiaga calls a \u201cfa\u00e7ade of legality.\u201d Maradiaga stressed that \u201cthese legal formalities are used to strip democratic guarantees of their real meaning.\u201d <\/p>\n\n<p>He added that the purpose of the \u201cco-leaderships\u201d is to \u201cshield the dynastic succession by elevating Rosario Murillo to formal parity with Daniel Ortega.\u201d<\/p>\n\n<p>In February 2025, through a reform that modified 93% of the articles in the <a href=\"https:\/\/confidencial.digital\/politica\/reforma-total-a-la-constitucion-deberia-aprobarse-en-una-asamblea-constituyente\/\" target=\"_blank\" rel=\"noreferrer noopener\">Political Constitution<\/a>, the regime established the figure of the \u201cco-presidency\u201d of the Republic \u2014 and Rosario Murillo automatically proclaimed herself \u201cco-president,\u201d despite never having been elected to that position by any Nicaraguan.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Sidelining officials loyal to Ortega<\/strong><\/h2>\n\n<p>According to Nicaraguan political scientist Jos\u00e9 Antonio Peraza, this process of Rosario Murillo\u2019s dynastic succession is being carried out in a \u201ccrude\u201d way, creating \u201cchaos in public administration\u201d through the appointment of two people to the same position.<\/p>\n\n<p>\u201cSince Daniel Ortega hasn\u2019t died yet, she [Murillo] is gradually replacing or matching his power in each state institution where she believes she needs leverage. So what\u2019s essentially happening is the displacement of people loyal to Daniel by people loyal to Rosario,\u201d Peraza emphasized.<\/p>\n\n<p>In this succession process, Peraza notes, \u201cwhat\u2019s interesting is how she [Murillo] has long been replacing the old Sandinista guard and anyone with any loyalty to Ortega, so that when the time comes for Ortega\u2019s passing, the transition will be as orderly and secure as possible for her.\u201d<\/p>\n\n<p>Through this displacement of officials loyal to Ortega, Murillo has created \u201ca process of dogged loyalty,\u201d Peraza stresses.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Control, spending, and political clientelism<\/strong><\/h2>\n\n<p>Lawyer and former liberal deputy Eliseo N\u00fa\u00f1ez observes that <a href=\"https:\/\/confidencial.digital\/politica\/hay-dos-jefes-policiales-y-dos-cancilleres-cuando-sucedera-lo-mismo-en-el-ejercito\/\" target=\"_blank\" rel=\"noreferrer noopener\">this model of \u201cco-leaderships,\u201d<\/a> designed by Murillo, \u201caims for cross-control of institutions.\u201d By placing two people in the same position, \u201cone monitors the other, and this way she has two channels of information to verify whether someone is lying to her.\u201d  <\/p>\n\n<p>Maradiaga offers a similar assessment, describing the \u201cco-leaderships\u201d as a form of \u201ccross-surveillance,\u201d since \u201ctwo leaders neutralize each other and report upwards; no one accumulates power independently.\u201d<\/p>\n\n<p>On the other hand, N\u00fa\u00f1ez points out that appointing two \u201cco-presidents\u201d or \u201cco-directors\u201d in public institutions also increases the administrative costs for the state. With two officials in leadership positions, associated expenses tend to rise.  <\/p>\n\n<p>\u201cWhat Rosario [Murillo] has done is completely outrageous,\u201d he warns.<br\/><\/p>\n\n<p>In the same vein, Maradiaga emphasizes that organizational theory shows duplicating leadership positions raises coordination costs and dilutes responsibility. \u201cIn practice in Nicaragua, the \u2018double signature\u2019 does not strengthen oversight; it destroys it, because real decisions are not made within the institution but at El Carmen,\u201d he stresses. <\/p>\n\n<p>Furthermore, N\u00fa\u00f1ez cautions that shared leadership positions \u201cincrease opportunities for political clientelism.\u201d<\/p>\n\n<p>Maradiaga adds that the duplication of command is also a form of \u201cloyalty payments,\u201d which can include \u201cfamily members,\u201d as seen in the case of Intur. <\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Murillo is the one who wields power in the institutions<\/strong><\/h2>\n\n<p>All three analysts agree that when there are two heads in a public institution, it is \u201cdifficult\u201d to know who actually makes decisions. However, they point out that officials loyal to the \u201cco-president\u201d have greater institutional control and are the ones who will remain once the dynastic succession process is complete. <\/p>\n\n<p>N\u00fa\u00f1ez notes that this model of government \u201cis not guided by public policy logic or standard governmental logic, but by what Rosario believes works for her.\u201d<br\/><\/p>\n\n<p>The real power in the institutions, Maradiaga warns, is exercised by \u201cthe presidential couple,\u201d who points out that \u201cshared leadership positions don\u2019t distribute power; they multiply dependence\u2026 the strategic direction is set by the Ortega-Murillo duo and their family circle.\u201d<\/p>\n\n<p>Along the same lines, Peraza emphasizes that appointing two co-heads in an institution creates \u201ca lot of internal tension.\u201d In these cases, there is no manual to indicate how to proceed. \u201cIt\u2019s improvised, designed to push people out, to exile whoever needs to be removed from the institutions. And who ends up exiled? Daniel Ortega\u2019s people, who are losing control over power.\u201d  <\/p>\n\n<p>In this way, Peraza warns, \u201cthose being appointed as the second-in-command are there because they obey Rosario, not because they obey Daniel. So, in the end, those are the ones who will really rule.
