{"id":175678,"date":"2025-10-06T01:20:00","date_gmt":"2025-10-06T07:20:00","guid":{"rendered":"https:\/\/confidencial.digital\/sin-categoria\/politically-motivated-order-is-the-leading-motive-in-samcams-murder\/"},"modified":"2025-10-06T05:16:03","modified_gmt":"2025-10-06T11:16:03","slug":"politically-motivated-order-is-the-leading-motive-in-samcams-murder","status":"publish","type":"post","link":"https:\/\/confidencial.digital\/en\/nation\/politically-motivated-order-is-the-leading-motive-in-samcams-murder\/","title":{"rendered":"\u201cPolitically Motivated Order\u201d Is the Leading Motive in Samcam\u2019s Murder"},"content":{"rendered":"\n<p>An \u201corder\u201d for \u201cpolitical reasons\u201d is the motive gaining the most \u201ctraction\u201d each day in the investigation into the<a href=\"https:\/\/confidencial.digital\/en\/nation\/retired-nicaraguan-army-major-roberto-samcam-shot-to-death-in-costa-rica\/\"> murder of Nicaraguan ex-military officer Roberto Samcam<\/a>, according to senior officials from Costa Rican institutions monitoring the killing of the exiled Nicaraguan opposition figure.<\/p>\n\n<p>Randall Z\u00fa\u00f1iga, director of Costa Rica\u2019s Judicial Investigation Agency (OIJ), and Costa Rican Attorney General Carlo D\u00edaz were interviewed on the program Esta Semana, which <a href=\"https:\/\/www.youtube.com\/@ConfidencialNica\">airs on CONFIDENCIAL\u2019s YouTube channel<\/a> due to television censorship.<\/p>\n\n<p>Regarding the motivations behind the murder, both officials agree that it was a \u201ccontracted\u201d killing, though they differ in how much emphasis they place on the political motive. Attorney General D\u00edaz, who is in charge of the case, was more categorical, stating that there are \u201cseveral motives\u201d and that \u201cone of them, which I believe is the strongest, even as it appears in the investigation,\u201d is that \u201cthere may have been, in this case, an order for this crime to be carried out for political reasons.\u201d <\/p>\n\n<p>\u201cThat is one of the motives and hypotheses we are studying. But, I reiterate, it may even be one of the strongest, yet we have other motives that also need to be investigated,\u201d D\u00edaz added.<\/p>\n\n<p>Z\u00fa\u00f1iga, for his part, was more cautious: \u201cThe motive is a paid reward; there\u2019s no denying that. What we want to understand are the motivations behind that payment.\u201d<br\/><\/p>\n\n<p>\u201cIt could be a political motive, which is entirely possible, or it could be related to debts or other reasons, but it seems more political,\u201d explained the OIJ director, while clarifying that he currently has \u201cno evidence to point to anyone in particular who may have paid for the killing\u201d of the Nicaraguan.<\/p>\n\n<p>The senior official acknowledged that 70% (about 630) of homicides in Costa Rica are \u201ccontracted,\u201d which police jargon calls \u201csettling scores,\u201d but is basically \u201ca situation where one person hires another to kill a third party.\u201d<\/p>\n\n<p>Samcam, 67, was <a href=\"https:\/\/confidencial.digital\/politica\/samcam-se-uso-armamento-de-uso-exclusivo-del-ejercito\/\">a strong critic of the Nicaraguan Army<\/a> for its role in the repression and killing of unarmed civilians during the 2018 protests.<\/p>\n\n<p>The murder of the ex-military officer, carried out on the morning of June 19, 2025, is classified as an \u201caggravated homicide\u201d because it involved \u201ca death that occurred for a reward or some kind of payment,\u201d explained Attorney General D\u00edaz.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-asesinato-de-samcam-fue-planeado\">Samcam\u2019s Murder Was \u201cPlanned\u201d<\/h2>\n\n<p>Samcam had been outside Costa Rica for more than a month and a half and returned on Sunday, June 15. Just four days later, he was murdered. According to D\u00edaz, there is evidence showing \u201cthe planning carried out among the material perpetrators, the people who executed the homicide\u201d the day before the crime.  <\/p>\n\n<p>Z\u00fa\u00f1iga added that, while there was \u201ceven greater planning\u201d in the days prior, what is relevant for the investigation are \u201cthe surveillance and all the materialized aspects of the event,\u201d which occurred in the days leading up to the murder.<\/p>\n\n<p>The OIJ director ruled out that Samcam had reported threats directly to his agency, although he acknowledged that the ex-military officer \u201cin some way communicated with what was the DIS, which is the Directorate of Intelligence and National Security.\u201d<\/p>\n\n<p>On September 12, the OIJ arrested four of the five suspects in the murder. Of the four detained, only three were placed in six-month preventive detention by a criminal court: Danilo Chaves Medina, 35; Bryan Robles Salas, 23; and Luis Orozco Gonz\u00e1lez, 33.<br\/> <\/p>\n\n<p>Stephanie Chac\u00f3n Guillen, 30, was released following the hearing held on September 13\u201314, 2025. According to Z\u00fa\u00f1iga, she was not imprisoned because her involvement was limited to \u201cpaying for a private transportation service.\u201d <\/p>\n\n<p>The OIJ is also still searching for Luis Carvajal Fern\u00e1ndez, 20, who has been identified as the gunman who shot Samcam.<br\/><\/p>\n\n<p>For Attorney General D\u00edaz, who is leading the case, the investigation has proceeded \u201csuccessfully,\u201d as authorities have managed in less than three months \u201cto determine who, at least, were the material perpetrators of this homicide.\u201d<br\/><\/p>\n\n<p>According to the attorney general, there is \u201cimportant evidence, there are testimonies, forensic proof, and especially videos from various cameras\u201d that allowed investigators to establish the planning of the crime starting the day before it occurred.<br\/><\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-descantan-una-denuncia-anonima\">An Anonymous Tip Dismissed<\/h2>\n\n<p>A controversial element in the judicial file has been an anonymous tip identifying the Costa Rican of Nicaraguan origin, <a href=\"https:\/\/confidencial.digital\/en\/nation\/who-is-pablo-robles-murillo-identified-as-the-mastermind-of-samcams-murder\/\">Pablo Robles Murillo,<\/a> as the alleged organizer of the murder and the link between the material perpetrators and the intellectual authors. However, Z\u00fa\u00f1iga was categorical in dismissing the document as an attempt to divert the investigation. <\/p>\n\n<p>\u201cWe had never, until now, received a 25-page report laying out a full sequence of events, conducting an entire intelligence effort, and trying to steer the investigation toward a specific point,\u201d said the director of the police agency.<\/p>\n\n<p>\u201cThat had never happened in all 52 years of OIJ\u2019s work,\u201d he added.<br\/> <\/p>\n\n<p>He suggested that the document aims \u201cto give the homicide a political tint\u201d and could be the work of \u201c<a href=\"https:\/\/confidencial.digital\/en\/english\/oij-says-intelligence-agency-tried-to-interfere-in-samcam-case-investigation\/\">some government or intelligence agency<\/a>\u2014I don\u2019t know which, whether from Costa Rica, Nicaragua, or another interested country.\u201d Currently, Pablo Robles Murillo \u201cis not part of the investigation,\u201d he confirmed. <\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-los-desafios-por-delante\">Challenges Ahead<\/h2>\n\n<p>The search for the intellectual authors faces significant obstacles. Z\u00fa\u00f1iga acknowledged that the \u201cOIJ\u2019s investigative capacities are local, within the country. We do not have transnational capabilities to investigate beyond Costa Rica\u2019s borders.\u201d<br\/>  <\/p>\n\n<p>The OIJ director admitted that this limitation became evident in the case of the attempted murder of <a href=\"https:\/\/confidencial.digital\/nacion\/nadia-robleto-soy-un-retrato-vivo-de-la-persecucion-transnacional-de-ortega-y-murillo\/\">Joao Maldonado and his wife Nadia Robleto<\/a>, where, after eight additional months of investigation, the intellectual authors \u201ccould not be identified.\u201d<\/p>\n\n<p>Samcam\u2019s murder has been reported as the fourth \u201cviolent attack against an exile in recent years\u201d in a report presented in Geneva by the Human Rights Experts Group on Nicaragua (GHREN), which concludes that the Ortega-Murillo regime\u2019s repression extends across borders.<br\/><\/p>\n\n<p>The dictatorship has used \u201ca broad and complex network of surveillance and intelligence\u201d to monitor Nicaraguans\u2019 activities, even \u201cbeyond the country\u2019s borders.\u201d This network has allowed it to \u201charass, discredit, and threaten\u201d Nicaraguans in exile, the report indicates. <\/p>\n\n<p>The document, presented on September 23, 2025, to the United Nations Human Rights Council, reveals that this \u201c<a href=\"https:\/\/confidencial.digital\/nacion\/victimas-de-la-represion-transnacional-orteguista-piden-ayuda-internacional\/\">transnational surveillance<\/a>\u201d is organized through \u201ca multilayered intelligence architecture\u201d involving the Army, the Police, the foreign service, and non-state agents. <\/p>\n\n<p>Attorney General D\u00edaz, aware of the sensitivity of the case, promised to be \u201cjust as rigorous with the possible intellectual authors as we have been with the material perpetrators.\u201d \u201cWe do not want to rush and make decisions that could later affect even the reputation of a government, or in this case, even our own country,\u201d he warned.<br\/> <\/p>\n\n<p>Authorities hope that opening the detainees\u2019 cell phones and analyzing their communications will shed light on who ordered the murder.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>An \u201corder\u201d for \u201cpolitical reasons\u201d is the motive gaining the most \u201ctraction\u201d each day in the investigation into the murder of Nicaraguan ex-military officer Roberto Samcam, according to senior officials from Costa Rican institutions monitoring the killing of the exiled Nicaraguan opposition figure.
