Seven years after <a href=\"https:\/\/confidencial.digital\/nacion\/ortega-declara-marchas-ilegales-e-impone-un-estado-policial\/\" target=\"_blank\" rel=\"noreferrer noopener\">a police memorandum<\/a> attempted to silence the April protests, the dictatorship of Daniel Ortega and Rosario Murillo maintains a de facto police state, disguised as peace, well-being, and normality. Their apparatus for surveillance and persecution has forced the population to refrain from discussing topics the government disapproves of, even among relatives and friends. The repression has also systematically extended into legal, social, and even transnational arenas.   <\/p>\n\n<p>In this special report, <strong>CONFIDENCIAL<\/strong> documents the chronology of how the de facto police state was built and how it\u2019s maintained in Nicaragua.<\/p>\n\n<p>The official narrative, as promoted in the pro-government media and in<a href=\"https:\/\/confidencial.digital\/en\/english\/former-mr-consultores-supervisor-reveals-the-methods-behind-polls-showing-ortega-with-90-support\/\" target=\"_blank\" rel=\"noreferrer noopener\"> \u201cmade-to-order\u201d<\/a> surveys, portrays a supposed approval rate of 86% for Ortega and Murillo. Meanwhile, any dissent is smeared as \u201cCoup-promotion.\u201d In her daily monologue, Murillo constantly evokes the image of a \u201cblessed\u201d Nicaragua, while sponsoring thousands of cultural and recreational activities every weekend to keep the population distracted within a false calm. <\/p>\n\n<p>The repression has achieved its main objective: to create a climate of fear and self-censorship. The threat of losing freedom, nationality, or personal property has silenced the vast majority of the population. The dictatorship also manipulates the situation to its advantage, claiming that actions such as banning religious processions are public safety decisions to avoid confrontation, when in fact they are just another act of censorship and control.  <\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-la-cronologia-del-estado-policial-en-nicaragua\">Chronology of the police state in Nicaragua<\/h2>\n\n<p>After issuing a police order banning protests on September 28, 2018, the regime focused on eliminating any form of collective organization and dissent. Initially, repression took the form of physical violence. The first protest march, two days after the ban, was <a href=\"https:\/\/confidencial.digital\/politica\/policia-ataca-a-autoconvocados-tras-declarar-ilegales-las-marchas-civicas\/\" target=\"_blank\" rel=\"noreferrer noopener\">violently suppressed.<\/a>  <\/p>\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/confidencial.digital\/wp-content\/uploads\/2022\/11\/piquetes-expres.jpg\" alt=\"\" class=\"wp-image-25711\" srcset=\"https:\/\/confidencial.digital\/wp-content\/uploads\/2022\/11\/piquetes-expres.jpg 1024w, https:\/\/confidencial.digital\/wp-content\/uploads\/2022\/11\/piquetes-expres-300x200.jpg 300w, https:\/\/confidencial.digital\/wp-content\/uploads\/2022\/11\/piquetes-expres-768x512.jpg 768w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Young people during a flash protest at a shopping mall in Managua in 2018. Photo: Archive | Confidencial <\/figcaption><\/figure>\n\n<p>In response, the population organized \u201cflash demonstrations,\u201d \u201cexpress sit-ins,\u201d and small acts of citizen resistance, such as releasing blue and white balloons or confetti into the streets, putting up stickers, hanging banners, or bringing water to the mothers of political prisoners who <a href=\"https:\/\/confidencial.digital\/nacion\/una-semana-encerrados-en-iglesia-san-miguel-bajo-intimidacion-policial\/\" target=\"_blank\" rel=\"noreferrer noopener\"> staged a hunger strike <\/a>in a church surrounded by police. But the strategy of repression evolved further, to deter any citizen action. <\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-anular-cualquier-contrapeso-o-critica\">Eliminating any counterweight or criticism<\/h2>\n\n<p>The regime has not only resorted to violence, but has also systematically dismantled any counterweight to their authority \u2013 closing, attacking, confiscating, and censoring non-profit organizations, universities, and independent media outlets.<\/p>\n\n<p>That onslaught <a href=\"https:\/\/confidencial.digital\/nacion\/regimen-cancela-personeria-juridica-a-cisas-y-confisca-sus-bienes\/\" target=\"_blank\" rel=\"noreferrer noopener\">began in November 2018<\/a>, when the Nicaraguan National Assembly canceled the legal status of the first eleven NGOs. As of today, over <a href=\"https:\/\/confidencial.digital\/nacion\/mas-del-70-de-las-oeneges-de-nicaragua-ya-han-sido-eliminadas-por-la-dictadura\/\" target=\"_blank\" rel=\"noreferrer noopener\">5,600 NGOs<\/a> have been cancelled, at least<a href=\"https:\/\/confidencial.digital\/nacion\/sana-contra-oeneges-religiosas-anulan-a-mas-de-1300-desde-2022\/\" target=\"_blank\" rel=\"noreferrer noopener\"> 1,300 of them church-affiliated.<\/a> <\/p>\n\n<p>The attack was extended to the independent press with the assault and<a href=\"https:\/\/confidencial.digital\/nacion\/policia-se-toma-la-redaccion-de-confidencial\/\" target=\"_blank\" rel=\"noreferrer noopener\"> confiscation of <strong>CONFIDENCIAL<\/strong><\/a> and <a href=\"https:\/\/confidencial.digital\/nacion\/escalada-represiva-dictadura-asalta-canal-y-secuestra-a-miguel-mora\/\" target=\"_blank\" rel=\"noreferrer noopener\">100% Noticias<\/a> in December 2018. The criminalization of journalism continued with over 60 citations and interrogations of journalists and media directors in the Attorney General\u2019s office, which led hundreds to flee the country. Nicaragua\u2019s oldest newspaper, La Prensa, with nearly a century of history behind it, was also assaulted and confiscated in August 2021. Today more than 50 media outlets have been shuttered. Some of them have succeeded in maintaining their work from exile, despite further attempts at censorship, such as cancelling the access of independent media websites to the \u201c.ni\u2019 web domain in March 2025.    <\/p>\n\n<p>The goal of silencing all dissent has also extended to the universities and religious institutions. More than thirty private universities\u2014including the Jesuit-run Central American University (UCA)\u2014have been closed and confiscated. Using them as a springboard, the dictatorship has built a <a href=\"https:\/\/confidencial.digital\/nacion\/orteguismo-monta-negocio-redondo-con-universidades-confiscadas\/\" target=\"_blank\" rel=\"noreferrer noopener\">lucrative [higher education] business<\/a>, while promoting <a href=\"https:\/\/confidencial.digital\/nacion\/primero-robar-luego-adoctrinar-proselitismo-del-fsln-en-las-universidades-confiscadas\/\" target=\"_blank\" rel=\"noreferrer noopener\">partisan indoctrination<\/a>. The law forced the closure of several organizations, including the Violeta Barrios de Chamorro Foundation, which was then also persecuted and criminalized for supporting independent media and defending the right to freedom of the press. <\/li>\n\n\n\n<li><strong>Special Cybercrimes Law (October 2020):<\/strong> Also called the \u201cGag Law,\u201d it controls internet content with penalties of up to eight years in prison. The regime uses it at its discretion to levy charges of \u201cfake news,\u201d even against well-substantiated denunciations. The law has served to criminalize investigative journalism and give a green light to espionage. <\/li>\n\n\n\n<li><strong>Revisions to the Criminal Procedure Code (February 2021):<\/strong> Extends the period of detention without charge from 48 hours to 90 days. This change, denounced by human rights defenders, eliminates the principle of presumption of innocence, as a person is \u201cimprisoned and only then investigated.\u201d In practice, the police now <a href=\"https:\/\/confidencial.digital\/en\/nation\/28-detainees-including-entire-families-remain-in-forced-disappearance\/\" target=\"_blank\" rel=\"noreferrer noopener\">arrest entire families<\/a> and hold dozens of people in conditions of forced disappearance, without accounting for their whereabouts or giving them access to defense and justice.  <\/li>\n\n\n\n<li><strong>Sovereignty Defense Law (December 2020):<\/strong> This law nullifies political competition and prohibits participation in elections by those whom the regime labels as \u201ctraitors to the homeland\u201d or \u201csellouts\u201d for supporting international sanctions.<\/li>\n\n\n\n<li><strong>Life sentences (January 2021): <\/strong>Approved under the pretext of punishing \u201chate crimes,\u201d this constitutional amendment establishes <a href=\"https:\/\/confidencial.digital\/politica\/orteguistas-aprueban-cadena-perpetua-la-ultima-del-tridente-de-leyes-punitivas\/\" target=\"_blank\" rel=\"noreferrer noopener\">life imprisonment<\/a>. Opponents see it as another strategy to punish those who dare to speak out against the regime.<\/li>\n\n\n\n<li><strong> The crime of \u201ctreason\u201d:<\/strong> The dictatorship also ordered the<a href=\"https:\/\/confidencial.digital\/politica\/imponen-en-constitucion-despojo-de-nacionalidad-por-traicion-a-la-patria\/\" target=\"_blank\" rel=\"noreferrer noopener\"> stripping of Nicaraguan nationality<\/a> for alleged political crimes, including \u201ctreason.\u201d In February 2023, the dictatorship stripped 222 released political prisoners of their nationality, leaving them stateless, after they were loaded onto a plane and banished to the United States. The basis for these measures: a<a href=\"https:\/\/confidencial.digital\/nacion\/regimen-viola-seis-tratados-internacionales-al-quitar-la-nacionalidad-a-nicaraguenses\/\" target=\"_blank\" rel=\"noreferrer noopener\"> \u201cSpecial Law Regulating the Loss of Nicaraguan Nationality\u201d<\/a> or Law 1145, passed on the same day. Five days later, they used it again to strip another 94 opponents and critics of the dictatorship of their nationality and order the confiscation of all their Nicaraguan property. The regime has enacted legal reforms to completely reconfigure the justice system and concentrate power in a totalitarian manner. <\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>The \u201cChamuca\u201d (Rosario Murillo designed) Constitution:<\/strong> Between November 2024 and February 2025, the regime approved a \u201cpartial\u201d constitutional reform, which in reality <a href=\"https:\/\/confidencial.digital\/nacion\/constitucion-chamuca-cambia-mas-del-93-de-los-articulos-constitucionales\/\" target=\"_blank\" rel=\"noreferrer noopener\">modified more than 90% of the articles<\/a>. The new Magna Carta concentrates almost unlimited powers in the \u201cco-presidency,\u201d and even extends the current presidential term for another year, nullifying the possibility of an electoral process in November 2026. Previously, <a href=\"https:\/\/confidencial.digital\/politica\/abstencion-masiva-se-impone-en-la-farsa-electoral-de-ortega\/\" target=\"_blank\" rel=\"noreferrer noopener\">during the 2021 elections<\/a>, the regime <a href=\"https:\/\/confidencial.digital\/principal\/cse-cancela-personeria-juridica-del-prd-coalicion-nacional\/\" target=\"_blank\" rel=\"noreferrer noopener\">cancelled the legal status<\/a> of virtually all the opposition political parties, eliminating electoral competition and imprisoning all opposition pre-candidates,<a href=\"https:\/\/confidencial.digital\/especiales\/los-rehenes-electorales-de-daniel-ortega-y-rosario-murillo\/\" target=\"_blank\" rel=\"noreferrer noopener\"> political and civic leaders<\/a>, whom it then <a href=\"https:\/\/confidencial.digital\/nacion\/la-lista-de-los-presos-politicos-desterrados-a-estados-unidos-por-daniel-ortega\/\" target=\"_blank\" rel=\"noreferrer noopener\">exiled and denationalized.<\/a> <\/li>\n\n\n\n<li><strong>Judicial branch totally compromised: <\/strong>To consolidate control, the regime reformed the Comprehensive Judiciary Law and the Judicial Career Law. While the majority continue living their normal lives\u2014in silence\u2014for many others, repression is their everyday reality, with constant harassment and surveillance. <\/p>\n\n<p>Since the ban on marches in September 2018, the police have persecuted citizens for <a href=\"https:\/\/confidencial.digital\/nacion\/cita-policial-a-maestro-de-camoapa-se-convierte-en-protesta\/\" target=\"_blank\" rel=\"noreferrer noopener\">carrying the national flag<\/a>, raided<a href=\"https:\/\/confidencial.digital\/nacion\/la-protesta-azul-y-blanco-se-toma-los-centros-comerciales-de-managua\/\" target=\"_blank\" rel=\"noreferrer noopener\"> shopping malls<\/a> to arrest protesters, harassed mothers for <a href=\"https:\/\/www.despacho505.com\/profanan-tumbas-de-victimas-de-la-represion-y-madres-denuncian-acoso-policial\/\" target=\"_blank\" rel=\"noreferrer noopener\">bringing flowers to the graves of their murdered children<\/a>, and prevented opponents from leaving their homes. Even certain religious processions have been <a href=\"https:\/\/confidencial.digital\/nacion\/policia-prohibe-realizar-procesiones-a-parroquias-de-masaya\/\" target=\"_blank\" rel=\"noreferrer noopener\">banned since September 2022<\/a>, eliminating another form of social gathering. <\/p>\n\n<p>The repression is also often localized, with the aim of silencing any critical voices, whether public figures or ordinary citizens. Among the targets being journalists, doctors, academics, human rights defenders, businesspeople, activists, peasants, bishops and priests, and opposition politicians. The repression has also reached Sandinista militants and past officials of the governing party, and veterans of the anti-Somoza struggle, sending a clear message: criticism will not be tolerated, no matter where it comes from.  <\/p>\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"768\" height=\"576\" src=\"https:\/\/confidencial.digital\/wp-content\/uploads\/2025\/07\/acoso-policias.jpeg\" alt=\"\" class=\"wp-image-170437\" srcset=\"https:\/\/confidencial.digital\/wp-content\/uploads\/2025\/07\/acoso-policias.jpeg 768w, https:\/\/confidencial.digital\/wp-content\/uploads\/2025\/07\/acoso-policias-300x225.jpeg 300w\" sizes=\"(max-width: 768px) 100vw, 768px\" \/><figcaption class=\"wp-element-caption\">Police harassment of the homes of relatives of exiled journalists has increased. Archived Photo: Confidencial  <\/figcaption><\/figure>\n\n<p>Arbitrary arrests and forced disappearances continue to occur in Nicaragua. Hundreds of families suffer the anguish of not knowing anything about a relative who was taken from their home or workplace one day. They are not even told which prison they are being held in. De facto \u201chouse arrest\u201d has also been imposed, without judicial process, on dozens of opposition figures and citizens. Others are obligated to appear for daily check-ins at police stations as a condition for remaining in Nicaragua.   <\/p>\n\n<p><strong>More about this subject:<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/confidencial.digital\/english\/living-in-de-facto-house-arrest-the-routine-of-signing-in-at-a-police-station-daily\/\" target=\"_blank\" rel=\"noreferrer noopener\">Living Under De Facto House Arrest: The Routine of Signing in at a Police Station Daily<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/confidencial.digital\/en\/english\/list-of-political-prisoners-under-ortega-and-murillo-rises-to-54\/\" target=\"_blank\" rel=\"noreferrer noopener\">List of Political Prisoners Under Ortega and Murillo Rises to 54<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/confidencial.digital\/en\/english\/second-political-prisoner-to-die-this-week-under-ortega-murillo-regime\/\" target=\"_blank\" rel=\"noreferrer noopener\">Second Political Prisoner to Die This Week Under Ortega-Murillo Regime<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/confidencial.digital\/en\/nation\/nicaragua-where-are-the-disappeared-political-prisoners\/\" target=\"_blank\" rel=\"noreferrer noopener\">Nicaragua: Where are the \u201cDisappeared\u201d Political Prisoners?<\/a><\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\" id=\"h-la-represion-sin-fronteras\">Repression without borders<\/h2>\n\n<p>The Ortega-Murillo regime has extended its repression beyond the borders of Nicaragua, deploying a strategy aimed at harassing, silencing, and punishing dissidence in exile.<\/p>\n\n<p>A September 2025 report from the Group of Human Rights Experts on Nicaragua (GHREN) identified <a href=\"https:\/\/confidencial.digital\/nacion\/violaciones-transnacionales-de-los-derechos-humanos-identificadas-por-el-ghren\/\" target=\"_blank\" rel=\"noreferrer noopener\">eight transnational human rights violations <\/a>committed by the Nicaraguan regime in its attempt to eliminate all forms of opposition.<\/p>\n\n<ol class=\"wp-block-list\">\n<li><strong>Arbitrary deprivation of nationality:<\/strong> Since 2023, the dictatorship has stripped 452 people of their nationality, declaring them \u201ctraitors to the homeland.\u201d Most of them have been left stateless, without the protection of any state. <\/li>\n\n\n\n<li><strong>Prohibition of entry into their own country: <\/strong>GHREN has documented 318 cases of Nicaraguans denied entry into their country, forcing them to live in exile in a situation of extreme vulnerability.<\/li>\n\n\n\n<li><strong> Denial of passports and destruction of documents<\/strong>: The regime has obstructed or denied access to official documents to exiles, erasing their documentation from civil registries in order to sever their ties to the country and deprive them of their legal identity.<\/li>\n\n\n\n<li><strong>Confiscation of property and other assets<\/strong>: Since 2018, and more intensively since 2023, authorities have confiscated homes, businesses, bank accounts, and even pensions from exiles and their families as punishment for their dissent.<\/li>\n\n\n\n<li><strong>Surveillance, threats, and harassment<\/strong>: The regime uses an extensive intelligence network that operates beyond Nicaragua\u2019s borders to monitor, harass, discredit, and threaten exiles.<\/li>\n\n\n\n<li><strong> Physical violence:<\/strong> The Group of Experts has recorded cases of physical violence, including murders and attempted murders, against Nicaraguans exiled in countries such as Costa Rica and Honduras.<\/li>\n\n\n\n<li><strong> Improper use of international control mechanisms<\/strong>: The Nicaraguan authorities have abused the Interpol system, and have reported passports as stolen, as a way to obtain the detention of opponents in other countries.<\/li>\n\n\n\n<li><strong>Punishment of exiled dissidents\u2019 relatives and associates within the country<\/strong>: Close family members of exiles have been subject to surveillance, harassment, threats, and confiscation of property for the simple fact of being associated with people opposing the government.<\/li>\n<\/ol>\n\n<h2 class=\"wp-block-heading\" id=\"h-la-policia-el-pilar-de-la-represion\">Police the pillars of the repression<\/h2>\n\n<p>Control of Nicaragua\u2019s de facto police state rests with the National Police, which has ceased to be a security force and become the regime\u2019s principal repressive armed wing. The institution has concentrated unprecedented power, ensuring total loyalty to the presidential couple. <\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>The growth of the police force has been exponential. Between 2019 and 2021, as the de facto police state consolidated its power, <a href=\"https:\/\/confidencial.digital\/especiales\/daniel-ortega-agiganta-a-la-policia-y-paga-lealtades-regalando-ascensos\/\" target=\"_blank\" rel=\"noreferrer noopener\">it grew by more than 27%<\/a> (with 4,000 new officers) and continued to grow. <\/p>\n<\/blockquote>\n\n<p>In just six weeks of early 2025, the dictatorship quintupled the size of its police force,<a href=\"https:\/\/confidencial.digital\/nacion\/el-ejercito-de-rosario-murillo-en-nicaragua-con-mas-76-800-encapuchados\/\" target=\"_blank\" rel=\"noreferrer noopener\"> swearing in more than 76,800 hooded men <\/a>into the<a href=\"https:\/\/confidencial.digital\/nacion\/trabajadores-publicos-nos-obligaron-a-ser-policias-voluntarios-para-generar-terror\/\" target=\"_blank\" rel=\"noreferrer noopener\"> \u201carmy of Rosario Murillo.\u201d<\/a> These are not regular members of the police but are dubbed \u201cvolunteer police,\u201d bringing to mind the paramilitary groups that suppressed the 2018 protests. This brought the number of police effectives from 20,474 in 2024 to 105,285 in 2025, the highest number in the country\u2019s history. <\/p>\n\n<p>In February 2025, upon being ratified for a new term as police chief, First Commissioner Francisco D\u00edaz, a relative by marriage of Ortega and Murillo, swore <a href=\"https:\/\/confidencial.digital\/nacion\/ratificamos-nuestra-lealtad-y-obediencia-jura-director-de-la-policia-ante-dictadores\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cloyalty and obedience\u201d<\/a> to the presidential couple, in a clear message that the institution is completely subordinate to political power.<\/p>\n\n<p>The dictatorship has conferred powers on the police that <a href=\"https:\/\/confidencial.digital\/en\/english\/top-nicaraguan-police-officials-to-approve-property-seizures-and-arrests\/\" target=\"_blank\" rel=\"noreferrer noopener\">go beyond public security,<\/a> turning it into a judicial and economic arm.<\/p>\n\n<p>In August 2025, the dictatorship expanded to a dual police command, appointing police commissioner<a href=\"https:\/\/confidencial.digital\/politica\/nombran-a-victoriano-ruiz-como-cojefe-de-las-fuerzas-policiales-de-nicaragua\/\" target=\"_blank\" rel=\"noreferrer noopener\"> Juan Victoriano Ruiz Urvina<\/a> as \u201cco-chief\u201d of police. Ruiz was previously in charge of the feared Managua main jail, known as El Chipote.<\/p>\n\n<p>On the streets, the Police are the ones responsible for carrying out the repressive actions that disrupt Nicaraguans\u2019 daily life. It\u2019s the agent of arbitrary arrests and forced disappearances, playing a key role in the persecution of the Church, by harassing priests, bishops and the faithful.
