Shortly after 2 p.m. on Wednesday, September 11, 2024, a group of people identified as workers from the Attorney General\u2019s Office (PGR) arrived at the office of Erling Valdivia Garc\u00eda, then mayor of Mulukuk\u00fa in Nicaragua\u2019s North Caribbean Coast. Their purpose: to evict him and inform him of his immediate dismissal. By that time, the dictatorship of Daniel Ortega and Rosario Murillo had already removed 12 elected municipal authorities<\/a> for the 2023\u20132026 term. However, this was the first time the Attorney General\u2019s Office publicly carried out the role of executioner.<\/strong> <\/p>\n\n

Previously, the responsibility for evaluating the public performance of mayors rested with the now-reduced Comptroller General\u2019s Office (CGR) and the now-defunct Nicaraguan Institute for Municipal Development (Inifom).<\/p>\n\n

The Attorney General\u2019s Office\u2019s role as the \u201cdecapitator\u201d of mayors did not end with the case in Mulukuk\u00fa. Since then, it has been involved in every dismissal of mayors and municipal authorities.<\/strong> <\/p>\n\n

In other areas, its growing power had already been evident for some years. In 2021, it became prominent for justifying the illegal confiscation of the Taiwanese embassy<\/a> and continued expanding its functions by carrying out mass dismissals in public institutions such as the now-disbanded Ministry of Family, Community, Cooperative, and Associative Economy (Mefcca)<\/a>, the Ministry of Development, Industry and Trade (Mific), the Ministry of Health (Minsa), public universities, and other institutions; it also took over functions of the Judiciary, which had been \u201cscorched earth\u201d by orders from co-dictator Rosario Murillo. <\/p>\n\n

Thus, the Attorney General\u2019s Office, which was created as \u201cthe State\u2019s lawyer,\u201d has become the current executioner for the dictatorship in Nicaragua, responsible for confiscating, monitoring, and firing public workers of all ranks, gaining more powers like a monster devouring institutes, departments, and ministries.<\/p><\/blockquote><\/figure>\n\n

Its role in recent years was always beyond its legal authority, <\/strong>but now the dictatorship has given it a new name to formalize (and further strengthen) its repressive reach<\/strong>. With a new constitutional reform approved on August 6, 2025, the dictatorship created the \u201cGeneral Prosecutor\u2019s Office of Justice,\u201d<\/a> replacing the Attorney General\u2019s Office of the Republic. This new entity assumes the functions of the Public Ministry or Prosecutor\u2019s Office, the dictatorship\u2019s old factory for fabricating crimes<\/a> to accuse citizens and opponents. <\/p>\n\n

Attorney General\u2019s Office \u201crolling heads\u201d at universities<\/h2>\n\n

There were only a few hours left in the workweek when several officials\u2014identified as workers from the Attorney General\u2019s Office\u2014arrived at the National Engineering University (UNI) to deliver dismissal letters. It was Friday, October 18, 2024. \u201cThey entered the office of the rector, Glenda Vel\u00e1squez, asked for her, and locked themselves inside. Minutes later, we learned a purge was coming,\u201d explains Maritza<\/em>, an employee at that university. <\/p>\n\n

\u201cThe Attorney General\u2019s Office arrived with the dismissal order for the rector<\/a>\u2014who left her office with nothing\u2014and for three other high-ranking university officials. But then came a wave of dismissals that included professors, cleaning staff, and administrative personnel,\u201d says the public employee. <\/p>\n\n

Ortega-aligned authorities are dismissing qualified staff and replacing them with \u201cinexperienced but submissive teachers,\u201d university workers warn<\/p>\n<\/div><\/div>\n\n

For Maritza, it was \u201cstrange<\/em>\u201d that the Attorney General\u2019s Office was the one ordering layoffs at an educational institution, \u201cwhen apparently, not even the National University Council participated in that purge.\u201d<\/p>\n\n

\u201cIt\u2019s a strange behavior, but we\u2019ve learned that the Attorney General\u2019s Office has been increasingly involved in these mass dismissals. Maybe the dismissals are justified, but it\u2019s not clear why the Attorney General\u2019s Office is the one doing it,\u201d she insists.<\/p>\n\n

Auditing municipalities \u201cas if they were comptrollers\u201d<\/h2>\n\n

\u201cThe Attorney General\u2019s Office has been gaining power<\/strong> to the point that it\u2019s leading so-called audits in various municipalities across Nicaragua,\u201d says H\u00e9ctor<\/em>, an employee at a municipal office in the south of the country.<\/p>\n\n

It has been officials from the Attorney General\u2019s Office who directly ordered the removal of mayors, as happened in Granada and El Rosario (Carazo). <\/a><\/p>\n\n

\u201cAt the municipality where I work, they arrived suddenly and stayed for several weeks. They were requesting accounting books, analyzing projects, and everything was handled with secrecy. But the fear was widespread because in other municipalities where they showed up, there have been dismissals and even changes in authorities,\u201d H\u00e9ctor<\/em> explains. <\/p><\/blockquote><\/figure>\n\n

At the end of 2024, mayor\u2019s offices in the departments of Granada, Carazo, and Rivas began to be audited by officials from the Attorney General\u2019s Office, several <\/strong>municipal workers confirmed to CONFIDENCIAL<\/strong>.<\/p>\n\n

\u201cApparently, some municipalities came out clean, but others were given warnings,\u201d said the government worker.<\/p>\n\n

Officials from the Attorney General\u2019s Office arrived at the departmental capitals to set up operations, and from there they investigate various municipalities<\/strong>, according to Ivania \u00c1lvarez from the Nicaraguan exile observatory Urnas Abiertas.<\/p>\n\n

\u201cThis wasn\u2019t the case before; audits used to be conducted based on the project timelines in the mayor\u2019s offices, and they were generally done by the Comptroller General\u2019s Office and Inifom,\u201d \u00c1lvarez clarifies.<\/p>\n\n

The observatory warns that the new tasks assigned to the Attorney General\u2019s Office do not benefit local development or municipal management, because it \u201cwill only act as a mediator and a national oversight body,\u201d while all 153 mayor\u2019s offices continue operating under the dictatorship\u2019s orders, \u201cwithout fully exercising political, administrative, and financial municipal autonomy.\u201d<\/p>\n\n

H\u00e9ctor<\/em>, who has been working in a municipality for several years, insists that it\u2019s \u201can abnormal situation\u201d for the Attorney General\u2019s Office to be \u201ccarrying out audits as if they were comptrollers, ordering dismissals, demanding accountability.\u201d<\/p>\n\n

\u201cThe truth is, for now it seems like this institution is the one beheading and measuring the ribs of all public workers,\u201d he says.<\/p>\n\n

The regime\u2019s current executioner in a climate of distrust<\/h2>\n\n

In an earlier attempt to legitimize the Attorney General\u2019s actions, in April 2024, the regime ordered the creation of Municipal Attorney\u2019s Offices, which, in practice, increases control over Nicaragua\u2019s municipal governments.<\/p>\n\n

Three months later, in July, the dictatorship fully dismantled the already defunct Inifom, transferring all its powers and assets to the increasingly powerful Attorney General\u2019s Office. <\/p>\n\n

In its speeches, the regime justified these changes as part of a process of \u201ctransformation and remodeling of the State,\u201d but what public workers perceive is that the Attorney General\u2019s Office is their new executioner.<\/p>\n\n

For the organization Urnas Abiertas, these decisions reflect the deep mistrust Daniel Ortega and Rosario Murillo have toward their institutions and public servants<\/strong> in Nicaragua\u2019s municipalities.<\/p>\n\n

\u201cThe presidential couple seems to have lost trust in the institutions and powers that previously carried out their political orders, due to rampant corruption within these entities. In response, the regime has chosen to further centralize its control by transferring powers and functions to the Attorney General\u2019s Office,\u201d estimates Urnas Abiertas.<\/p><\/blockquote><\/figure>\n\n

Likewise, the Attorney General\u2019s Office has taken over functions previously handled by other state entities<\/strong>, such as issuing environmental certifications and permits, which were formerly approved by the Ministry of the Environment and Natural Resources (Marena).<\/p>\n\n

Since 2023, it has also been in charge of managing all public registries. On October 31 of that year, the National Assembly approved the Law on the Assignment of the National Registry System (SINARE)<\/a>, ordering that all public registries be transferred to the administration of the Attorney General\u2019s Office, which was already known for carrying out illegal confiscations against hundreds of canceled NGOs and opponents and dissidents of the dictatorship. <\/p>\n\n

\u201cThe Attorney General\u2019s Office is the institution that acts as the State\u2019s legal representative, and giving it full control over public registries harms private individuals and business partners, undermining legal security,\u201d warned constitutional lawyer Juan Diego Barberena at the time.<\/p>\n\n

But the concentration of powers didn\u2019t stop there. Less than six months later, on April 25, 2024, the National Assembly approved the transfer of the Directorate of Alternative Conflict Resolution (Dirac),<\/a> which had previously been part of the Supreme Court of Justice (CSJ). <\/p>\n\n

The Attorney General\u2019s Office was created in August 1979 to serve as the State\u2019s legal representative and defend its interests. In 2001, its function was separated from the Public Prosecutor\u2019s Office. However, until Daniel Ortega returned to power in 2007, its best-known role was \u201chandling the national processes for property legalization and titling\u201d through the Property Registry Office<\/a>. Ironically, it was separated from the Public Prosecutor\u2019s Office, and now that Ministry has been added to the long list of institutions under its control. <\/p><\/blockquote><\/figure>\n\n

The so-called fight against \u201cunauthorized corruption\u201d<\/h2>\n\n

The Ortega-Murillo dictatorship had already formalized part of the power it has transferred over recent years to the \u201csuper\u201d Attorney General\u2019s Office.<\/p>\n\n

In the revised Constitution, approved in the second legislative session in January 2025, Article 160 redefines the Attorney General\u2019s Office as \u201cthe leading institution in defending the rule of law, combating corruption, ensuring legal security of property rights, and promoting social control over public management.\u201d<\/p>\n\n

The revised Constitution also stripped the National Assembly of the power to confirm or remove the appointment of attorneys general or deputy attorneys, leaving these decisions under the absolute and unquestioned control of the dictators. <\/p><\/blockquote><\/figure>\n\n

In the regime\u2019s rhetoric, according to Article 160, all these changes are part of the \u201cdefense of State interests\u201d and the \u201cstrengthening of a culture of honesty, legality, justice, and social equity.\u201d<\/p>\n\n

The regime has dismissed public officials\u2014including ministers, deputy ministers, former military personnel, and ex-police officers\u2014based on alleged investigations of \u201cunauthorized corruption.\u201d Some fallen from grace include Arlette Marenco<\/a>, removed from her post as vice foreign minister; and Juan Jos\u00e9 Montoya<\/a>, former treasurer of the Ministry of Finance and Public Credit, who also had six luxurious properties confiscated and later redistributed by the Attorney General\u2019s Office. <\/p>\n\n

At midnight on July 30, 2025, presidential advisor on Economic Affairs Bayardo Arce Casta\u00f1o\u2014also a former member of the Sandinista National Directorate in the 1980s and a loyal political operative of dictator Daniel Ortega\u2014became the next target. Five hours after the Attorney General\u2019s Office issued a statement summoning him<\/a> for an investigation into \u201coff-the-books transactions,\u201d dozens of police officers from the Directorate of Special Operations raided his home and arrested him.<\/p>\n

In Charge of Illegal Confiscations and Transfers<\/h2>\n\n

The Attorney General\u2019s Office had already become \u201cnotorious\u201d for carrying out the dictatorship\u2019s illegal confiscations.<\/strong> In December 2021, Ortega\u2019s regime broke diplomatic relations with Taiwan<\/a> to recognize mainland China as the \u201conly legitimate government.\u201d Taiwan decided to liquidate its assets by donating them to the Catholic Church. However, these assets were seized by orders from Ortega and Murillo and handed over to China \u201cwith absolute and unrestricted ownership rights.\u201d <\/p>\n\n

In a press release, the diligent Attorney General\u2019s Office stated that \u201cthe recognition by a State of the reality of one China, as occurred in the case of Nicaragua on December 9, 2021, implies the immediate registration of all real estate, movable property, equipment, and assets in favor of the recognized State, the People\u2019s Republic of China.\u201d<\/p>\n\n

On March 1, 2023, the Attorney General\u2019s Office also formalized the confiscation of properties belonging to 94 opposition figures who were stripped of their nationality in February of that year.<\/a> Among them were: Auxiliary Bishop of Managua Silvio B\u00e1ez; writers Sergio Ram\u00edrez and Gioconda Belli; journalist and director of CONFIDENCIAL<\/strong> Carlos Fernando Chamorro; former commander of the FSLN National Directorate in the 1980s Luis Carri\u00f3n; former guerrilla fighter M\u00f3nica Baltodano; former Foreign Minister Norman Caldera; and former judicial official Yader Moraz\u00e1n.<\/p>\n\n

In the press release, the Attorney General\u2019s Office<\/a> called on anyone occupying those properties \u201cthrough rent, usufruct, or similar arrangements\u201d to come to the offices to \u201cformalize\u201d their occupancy status.<\/p>\n\n

The media outlet Divergentes<\/em> reported in March 2023 that residents of the 16 Amazonia apartments<\/a>\u2014where feminist activist and Nicaraguan lawyer Azah\u00e1lea Sol\u00eds and journalist Sof\u00eda Montenegro (both denationalized in that list) lived\u2014were confiscated and forced either to leave their homes or pay a $500 rent to the State. Other denationalized individuals reported similar situations and even continued receiving bank charges despite the confiscations. <\/p>\n\n

In October 2024, the Attorney General\u2019s Office also took control of 35 private properties in Managua<\/a> that were allegedly \u201cabandoned,\u201d claiming the land could be used \u201cto disturb peace, social welfare, and public security.\u201d The lots totaled 21,643.13 square meters and were declared to be of \u201cpublic utility.\u201d <\/p>\n\n

\u201cWhitewashing\u201d the dictatorship\u2019s thefts<\/h2>\n\n

Through the Attorney General\u2019s Office, the regime has also tried to justify the mass confiscations in Nicaragua<\/strong> by claiming that they have simply \u201crecovered for the people of Nicaragua\u201d hundreds of properties they say were \u201cwrongfully enjoyed\u201d by private individuals.<\/p>\n\n

In a statement dated May 17, 2024, they claim that the \u201ctransfer to the State\u201d of hundreds of properties is the result of a series of criminal proceedings related to \u201cdrug trafficking, money laundering, and crimes against public security, sovereignty, peace, and the well-being of families.\u201d<\/p>\n\n

According to the regime\u2019s narrative, the State of Nicaragua has also \u201crecovered properties\u201d belonging to Non-Profit Organizations (NPOs) due to their failure to comply with regulating laws, and they argue that \u201cwhat has prevailed is the restitution to the State of properties that private individuals were wrongfully enjoying through legal subterfuge.\u201d<\/p>\n\n

Its great power comes with a big budget<\/h2>\n\n

Alongside its expanding functions, the Attorney General\u2019s Office has also seen its budget grow significantly<\/strong>. Starting in 2024, the funds allocated to the institution increased by more than 200%, rising from 163.9 million c\u00f3rdobas in 2023 to 503.9 million c\u00f3rdobas in 2024. And in 2025, the budget grew another 43%, reaching an allocation of 721.7 million c\u00f3rdobas, according to the current General State Budget. <\/p>\n\n

\u201cThe Attorney General\u2019s Office has started hiring more staff, centralizing officials who were previously in other agencies, and exercising oversight over the rest of the State,\u201d says Antonio<\/em>, a lawyer and public sector employee for nearly 20 years.<\/p>\n\n

According to Antonio<\/em>, Attorney General Wendy Morales \u201chas become one of the dictatorship\u2019s most loyal and trusted public officials,\u201d<\/strong> serving as the visible face of the confiscations and theft of private property.<\/p>\n\n

Morales has also been one of the few voices representing the increasingly isolated regime on the international stage. In international forums, she has taken on the role of denying the brutal repression and the deaths of at least 355 Nicaraguans during the 2018 protests, as documented by the Inter-American Commission on Human Rights. <\/p>\n\n

\u201cThe Attorney General\u2019s Office is supposed to be the State\u2019s lawyer, but in practice it has become an inquisitorial tribunal that measures the ribs of the rest of the State and has unleashed a witch hunt against opposition members, civil society organizations, media outlets, and anything else it sees as a threat,\u201d Antonio<\/em> points out.<\/p>\n\n

This public employee says the Attorney General\u2019s Office is the dictatorship\u2019s legal arm<\/strong>, and since it controls public records, \u201cno one knows whose name the illegally confiscated properties are being placed under.\u201d<\/p>\n\n

\u201cIt\u2019s likely that right under our noses, a \u2018Sandinista pi\u00f1ata\u2019 of assets is happening, just like in the eighties,\u201d he warns. But while the \u2018super\u2019 Attorney General\u2019s Office confiscates, monitors, and fires\u2014with more and more institutions and powers under its control\u2014it answers only to the dictators it serves. <\/p>\n","protected":false},"excerpt":{"rendered":"
