Thousands of hectares of the R\u00edo San Juan Wildlife Refuge, on the border between Nicaragua and Costa Rica, have been illegally taken for housing construction and illegal mining<\/a>. According to an investigation by the Fundacion del Rio [\u201cRiver Foundation\u201d], an NGO the Ortega regime outlawed in Nicaragua, this invasion is promoted by local functionaries loyal to the regime. <\/p>\n\n

The study, titled \u201cEnvironmental Evaluation of the Rio San Juan Wildlife Refuge,<\/em>\u201d reveals that 32% of the forest has been invaded by land colonists. More specifically: 24,449 acres have been deforested, and another 9,553 have been \u201cburnt\u201d as the result of forest fires and intentional burns for agriculture. <\/p>\n\n

According to the report, the \u201cinvasion\u201d of the wildlife refuge is \u201cinduced, promoted and encouraged\u201d by local political operators of the Sandinista National Liberation Front<\/a> (FSLN) in the municipalities of El Castillo and Bluefields.<\/p>\n\n

The River Foundation points several people as \u201cpresumably responsible\u201d for the invasion: \u201cValerio L\u00f3pez, former official of the municipal mayor’s office of El Castillo, and Gladys S\u00e1nchez Mondrag\u00f3n, current political secretary of the FSLN in the same municipality.\u201d Both these figures \u201cpromoted the organization of people close to the Party to settle on the Reserve lands.\u201d <\/p>\n\n

When the families arrive at the Refuge, they\u2019re received by \u201cMr. Noel Paz, the FSLN political leader of that sector, and Denis Alfonso, the coordinator,\u201d the report states.<\/p>\n\n

The two citizens \u201cthank Commander Daniel Ortega and comrade Rosario Murillo every time they receive the people who arrive at this wildlife refuge,\u201d they emphasize.<\/p>\n\n

Sale of land in the wilderness refuge<\/h2>\n\n

The report goes on to detail that Paz and Alfonso arrange the political endorsements, look for interested parties, and place people in the zone. They also inform these citizens that \u201cthere are no legal titles for these lands,\u201d so that \u201cthe only guarantee is to remain permanently, so that they\u2019re not taken away from you.\u201d <\/p>\n\n

The participation of the regime’s political operators<\/a> \u201chas allowed the illegal trafficking of land in the area, an increase of at least 55% of the infrastructure within the refuge and a 49% rise in the population located in the area,\u201d reads the document.<\/p>\n\n

According to Amaru Ruiz, Fundacion del Rio\u2019s director: \u201ceach person who desires a small farm must pay 15,000 cordobas [US $407], be it in quotas or some other payment arrangement. These people then receive a little over 35 hectares.<\/p>\n\n

\u201cAll of the land distributed,\u201d the report continues, \u201cis forestland; hence they deforest it to establish fields for growing basic grains.\u201d<\/p>\n\n

The ecologist commented that the increase in the population in the refuge generates \u201ca greater demand for services, such as education and health on the Costa Rican side\u201d of the border.<\/p>\n\n

Illegal mining within the refuge<\/strong><\/h2>\n\n

The Fundacion del Rio investigation also denounces the illegal mining activity taking place at least 36 kilometers within the Rio San Juan<\/a> Wildlife Refuge. This situation has generated the opening of access roads towards the Indio Maiz reserve, plus commercial traffic in mercury, cyanide, drugs, and other inputs to supply the extraction sites located in Las Cruces and Crucitas, on the Costa Rican side. <\/p>\n\n

\u201cThe miners disembark in the refuge, then walk three or four kilometers until they reach the [extraction] points. There are also people dedicated only to transporting merchandise towards Indio Maiz,\u201d the report describes.<\/p>\n\n

\u201cVarious sites along the riverbank of the refuge serve as loading ports for the unloading of consumer products that come mainly from the city of El Castillo,\u201d they say.<\/p>\n\n

Ruiz emphasizes that the infrastructure built on the banks of the San Juan River has made it more difficult for the Costa Rican security forces to stop mining activity, as it is often used to circumvent the raids carried out in that area.<\/p>\n\n

\u201cWhen the Costa Rican authorities conduct raids, the miners cross over to the refuge to hide out. This dynamic has facilitated some people\u2019s decision to settle permanently in the refuge and carry out the work that\u2019s illegal on the Costa Rican side, while based on the Nicaraguan side of the river,\u201d the activist explained. <\/p>\n\n

The investigation also denounces the looting and illegal commercialization of the refuge’s fauna and flora, and warns that some protected species are extracted by invaders and sold on the Costa Rican side.<\/p>\n\n

Additionally, the NGO warned that activities such as sport fishing and dredging in the mouth of the river are being conducted on the San Juan River, \u201cwithout any feasibility or environmental impact statements.\u201d<\/p>\n\n

\u201cThe Ortega-Murillo regime has managed its dredging actions with little transparency. This has caused great concern, both for the environmental problems this could cause the refuge, and for the border problems that could be caused by the lack of information on the project,\u201d Ruiz stated.<\/p>\n\n

Similarly, the Fundacion del Rio noted that the work of the [Nicaraguan] Ministry of the Environment and Natural Resources in the refuge has been \u201cdeficient,\u201d since they maintain an outdated Management Plan, don\u2019t meet the obligations established by the refuge\u2019s international category, and don\u2019t levy any type of sanction on those who commit environmental crimes.<\/p>\n","protected":false},"excerpt":{"rendered":"
